武警技术院校教学质量评价研究

【摘要】 由于武警部队院校组建晚、时间短、起点低、经验少,教学质量评价还处于不断探索、不断完善的发展阶段,还没有形成科学合理、整体配套、有武警特色的教学质量评价体系,致使武警院校教学质量评价还不够科学、不够规范、不够经常,在一定程度上影响了武警院校人才培养质量和部队建设。在当今世界局势动荡不安和反恐维稳任务日益严峻的新形势下,武警技术院校要完成为部队培养“讲政治、懂技术、会管理、能指挥,具有创新精神和实践能力的现代警官”的光荣任务,就必须建立符合时代特征、具有武警技术院校特色的教学质量评价体系,这也是武警院校全面提高办学质量的重要手段。因此,开展武警技术院校教学质量评价研究,将对实现武警技术院校跨越式发展,提高武警部队战斗力产生深远的影响。 本课题以“三个代表”重要思想为指针,以武警部队对技术院校人才培养目标为依据,以现代教学质量评价理论为指导,研究了武警技术院校教学质量评价的特点、主要方法、组织实施,分析了武警技术院校教学质量评价应包括的主要内容,并在此基础上构建了武警技术院校教学质量评价模型。该模型坚持导向性、体现科学性、具有可测性、注重发展性、重视通用性、突出时代性。经实践证明,该模型具有强调评价内容的针对性、评价过程的动态性、评价方法的综合性等突出特点,是比较科学合理公正的,能客观地反映出教员的教学质量,有效地发挥激励作用,比较准确地找出教学质量中存在的问题,从而促进了院校教学质量的不断提高。 本课题在以下几个方面进行了研究探索,实现了突破和创新:一是把武警技术院校的教学质量评价作为研究对象,从理论上对教学过程进行了全面、系统、动态的探索,初步确立了武警院校教学质量评价理论的基本框架,填补了武警院校教学管理理论研究的空白;二是在吸取以往教学质量评价经验教训的同时,运用系统理论原理和综合研究的方法,将教学质量评价由过去只强调教员教学质量评价这个重点,提出了以教员教学质量评价为基础,学员综合素质评价为中心,以教学管理水平评价为保障的新观点,突出了部队对人才质量评价的重要地位,并在实践中进行了一次新的大胆的尝试;三是在本课题的研究中,始终贯穿了马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想,充分运用马克思主义理论与政治教育学科(专业)最新成果,充分运用马克思主义理论的立场、观点和方法,解决现代军事教育领域出现的新情况、新问题,这也是对马克思主义和思想政治教育教学理论和实践的丰富和发展。

【Abstract】 Because those colleges and schools of the Chinese People’s Armed Police Army founded for no long time, The work of teaching quality evaluation is in the stage of reaching and developing. There is no model of teaching quality evaluation in those colleges and schools which is scientific, reasonable, just and with their own characueristics. This state of affairs leads to the work of teaching quality evaluation in those colleges and schools unscientific, not standards and not frequently. There is very important theoretical and practicality significance of founding the model of teaching quality evaluation with characteristics of those colleges and schools of the Chinese People’s Armed Police Army.According to requiring to teaching of colleges and schools by the Army construction, guiding by the modern theory about teaching evaluation, the thesis searched the characteristics, ways and organizing of the valuation of teaching quality in those colleges and schools of the Chinese People’s Armed Police Army. It founded the model of valuation of teaching quality in those colleges and schools of the Chinese People’s Armed Police Army. The model is scientific, reasonable, just. It can reflect the teaching quality of teacher’s teaching, play the encouraging of rule, find the question of teaching in precise terms and enhance teaching quality.The thesis bring forth news ideas in two points. First, it made the evaluation of teaching quality of those colleges and schools of the Chinese People’s Armed Police Army as an object of study. This is a new realm of studying about evaluation of teaching quality. Second, the thesis used all of ways about evaluation of teaching quality, assimilated the newest achievements in studying evaluation of teaching quality, founded the model of valuation of teaching quality in those colleges and schools of the Chinese People’s Armed Police Army. This is a new realm of practicing evaluation of teaching quality. Third, in the investigation of the task, the Marxism -Leninism, the ideology of chairman Mao, Dengxiaoping’s theories and three representations are always impenetrated in the study, this study is the enrichment and development of the Marxism and political education.
