我国农业综合开发投资模式研究

【摘要】 农业综合开发是党中央、国务院加强农业的一项重大决策，是国家支持和保护农业的重要举措，是进一步发展农村生产力、提高农业综合生产能力的有效途径。进入90年代后半期以来，我国农业发展开始进入一个新的阶段，其主要标志是，农产品的供求关系发生了重大变化，主要农产品供给由长期全面短缺变为总量基本平衡，丰年有余，许多农产品供给出现了相对的、暂时的过剩。随着温饱问题的基本解决，社会对农产品的需求日益转向多样化、优质化。与此同时，农业发展由受资源约束转向受资源和市场的双重约束。农业发展进入新阶段后，面临着一些亟待解决的新矛盾和新问题，对农业综合开发也提出了新的要求。 针对农业运行经济背景的变化，本文对新形势下的农业综合开发投资模式进行了系统的研究，主要内容分为四部分： 第一部分：引言。该部分主要在论述我国农业运行的经济背景发生了重要改变的基础上，提出农业综合开发投资模式必须做出调整才能完成新形势下农业综合开发的任务。 第二部分：该部分对我国农业综合开发进行了回顾和简要的总结，从五个方面分析了我国农业综合开发的理论意义。 第三部分：该部分从农业综合开发增强了我国农业综合生产能力，实现了资金投入、物质投入、科技投入和管理投入的有机整合以及促进了农业产业化经营三个方面论述了农业综合开发取得的实践经验，并在此基础上提出了农业综合开发存在的问题。 第四部分：针对第三部分提出的农业综合开发存在的问题，该部分从政府农业综合开发投资目标定位、投资流向与项目结构、投资组织与管理构思等方面，设计了六种新形势下的中国农业综合开发的投资模式：政府直接投资管理模式、政府投资——政策性金融机构介入模式、政府补助——乡村集体经济组织、农业合作经济组织介入模式、政府补贴——商业银行介入模式、政府补贴——保险公司介入模式、政府参与设立农业产业投资基金模式。更多还原

【Abstract】 Agricultural Integrated Development Program is a great decision that the Party Central Committee support and protect agriculture. It is the further development rural productivity and effective way of improving agricultural integrated production capacity. Since entering the latter half period of the 1990s, the agricultural development of our country have entered a new stage. Its main sign is that the great change has taken place in the supply-demand relationship of the agricultural product .The main agricultural product is turned into the total amount in a basic balance by the overall shortage for a long time, having enough and to spare in bumper harvest year. A lot of agricultural products are appeared relatively temporary and surplus. With the basic settlement of the adequate food and clothing, the demand for the agricultural product of the society turns to the diversification and high quality day by day. At the same time, the limitation to the agricultural development has turned from single resource factor to the resource and market dual factors.The first part: Foreword. This part is main on the basis of expounding the fact that the change takes place in the economic background of the agriculture in our country. It Propose that investment mode of Agricultural Integrated Development program must adjust and finish task under the new situation synthetically.The second part: This part review and briefly summarize to Agricultural Integrated Development Program of our country and analysis the theory about that..The third part: This part strengthen that the Agricultural Integrated Development Program improve agriculture capacity of our country. The artical expound the fact agriculture develop and invest the practical experience made synthetically by three pieces of respects. On the base of those,this part propose the problem about theinvestment mode of Agricultural Integrated Development Program.The fourth part: Subject to the question proposed in the part three, from the aim of investment, the investment flowing .This part design six kinds of Agricultural Integrated Development Program of China under the new situation: The direct investment management mode of the government, governmental investment -Policies financial institutions involved management mode, the government subsidizing-The collective organization of economic relations in the rural area, organization of economic relations of agricultural cooperation involved in the mode, government replenishing -The business bank involved in the mode, government replenishing-The insurance company involved in the mode, government taking part in the tenable mode of investment funds of agricultural industry.更多还原
