基于人力资本产权化的经营者薪酬激励机制研究

【摘要】 在阅读大量文献资料和案例的基础上,运用所学知识,用定性与定量相结合的分析方法,对基于人力资本产权化的经营者薪酬激励机制进行了研究。 笔者通过对我国国有企业经营者薪酬激励机制现状的分析,并结合人力资本产权理论和相关激励理论对经营者薪酬激励机制问题的深层原因进行探讨,指出问题的根源在于忽略了经营者人力资本及其产权对其薪酬的影响,同时缺乏对经营者需求的正确认识以及科学的公司治理结构。在市场经济条件下,经营者的激励报酬必须充分考虑经营者人力资本存量、市场定价,充分考虑经营者的人力资本价值及经营者的实际需要,笔者认为这些是解决我国国有企业经营者薪酬激励机制问题的基本思路。 接着,笔者借鉴国内外经营者薪酬机制改革实践经验,设计了一套包涵年薪制、股权激励、职位消费、保障收益的薪酬激励机制,同时给出相应的配套约束措施设计方案。 最后,笔者通过对“罗克威尔国际公司高级管理人员报酬方案”和“西安车辆厂经营者薪酬激励方案”两个案例的分析,进一步论证了本文研究的理论价值与现实意义。

【Abstract】 In this paper, the author studies the operator’s salary incentive mechanism that is based on human capital as property right by using quantitative and qualitative analysis after consulting lots of relative documents and cases.By analyzing the present conditions of the operator’s incentive mechanism and discussing the causes of the operator’s incentive mechanism based on the theory of human capital property and relative incentive theories, the author indicates that the problem lies in two aspects. One is the neglect of the effect of the operator’s property right and human capital on payment. Another one is the lack of accurate understanding of operator ’s need and proper administrable structure. Under the condition of market economy, operator’s incentive payment should sufficiently reflect human capital deposit, human capital price, human capital value as well as operator’s needs. The author points out this is the essential way to resolve the problem.In the following, the author sets up the frame of the countermeasure of operator’s salary incentive mechanism, including annual-salary mechanism, stock incentive project, position consume project and security income project. At the same time the author establishes the measures that is necessary to bring the project into effect.At last, the author proves the theoretical significance of this paper by analyzing the cases of ’Rockwell international corporation super-operator payment’ and ’Xi’an vehicle corporation operator’s salary incentive mechanism’.
