【摘要】 工程量清单计价模式是一种与市场经济相适应，允许工程承包单位自主报价、通过市场竞争确定工程价格的计价模式，同时也是与国际惯例接轨的计价模式。该模式的实施标志着我国工程造价管理体制的重大变革。但是由于相应的配套措施不完善或未建立，及原有计价模式的根深蒂固，使得工程量清单计价模式推行后存在一些问题。 鉴于此，论文系统地提出了在工程量清单计价模式下工程项目承发包价格确定的方法论，其根本意义在于为工程项目价格的确定提供便于操作的技术方法，为工程造价的改革提供必要的理论指导。 论文的选题具有一定的前沿性和实践性，首次提出了基于活动的造价确定模型，从工程造价的本原来分析价格的形成，使得工程价格的形成更科学。以该模型为基础，后面各章节分别论述了影响工程价格的各个因素。首先探讨的是成本和利润值的合理确定，提出了基于活动的成本预测模型；其次研究的是基于企业绩效的工程造价分析，首次将企业绩效水平与工程价格联系起来，提出了影响工程价格的绩效因素评价方法；最后探讨了项目风险影响因素，提出了工程造价风险评判的理论模型。 在论文的结论中，应用系统的观点，把与工程造价有关的诸多因素有机结合起来，构建了反映工程项目承发包价格原理的定价模型。论文最后对工程造价理论的深入研究及我国工程造价管理改革提出了一些建议。更多还原

【Abstract】 The Bill-of-Quantity Model adapts marketable economy and makes project contractors free bidding. This model by means of competence to form the price is catering to international regulations and symbolizing the improvement of price management system in China. Problems appear now because some effective measure to coordinate the model has not been established and the lasting influence from the old model has been existing.So this paper puts forward a possible way to decide on the price of constructive contract based on the Bill-of-Quantity model. The significance is to describe the treatment method and provide necessary guide of theory for the reform of constructive price.The topic for this paper blends the forward position and the practice. The model of price based on activity, analyzing the origin of price, is described firstly to lead to the form of constructive price more reasonable. Based on the model, the later chapters and sections describe the element affecting the constructive price. Firstly the author makes an inquiry into cost and profit, founding a cost forecasting model based on activity. In Chapter Five, it is studied the constructive price based on enterprise performance, forming the fuzzy synthetic evaluation method firstly which combine enterprise performance and the constructive price. Chapter Six is on project risk, which building a model on risk evaluation to constructive price.In Chapter Seven, the author designs systematically a theoretical model about the price of constructive contract combining several elements and provides some suggestions about the theory of constructive price and the form of price management system in China.更多还原
