【摘要】 现代城市设计的概念自独立提出之后，迅速变得炙手可热。它不仅在学科领域的跨度、广度和深度上日益宽泛；而且在实践中参与和牵涉到的人员亦扩大到覆盖社会各个利益阶层。城市设计——这个设计思维多元化的产物和宠儿——包含着城市必须面对的多元复杂的社会组织形式、经济发展形态、法律法规体系和规划设计元素共同构成的背景。 20世纪80年代之初，我国的学术界开始关注并引入这一领域的研究。从那时起，大到城市总体布局、交通组织、环境景观、古城保护、旧城更新，小到街景规划、步行街设计、立面改造等各种设计问题，都获得了一个新的思考维度。不久之后，伴随着城市化进程逐渐进入高速增长的中期阶段，则更是为尚在思索的规划与建筑专业带来了大量的“城市设计”项目——匆忙上阵的建筑师与规划师带着困惑与思索，提供出许多层级多样、深度不一、法律法规地位未定、角色定位含混、实施可能渺茫的各类“城市设计”成果。——这是人们期望的那个“城市设计”吗?而问题又出在哪里? 通过参与一些实践，我们逐渐汇集了一些自己的想法：“工欲善其事，必先利其器”目前最为亟需的，是在技术上拥有理性的步骤、规范的程序，来明确城市设计的操作实践。也就是说，我们希望探讨一种可以促使城市设计职能明确发挥作用的技术政策与程序。 本文提出的城市设计职能体系，正是针对作为技术方法和设计程序的城市设计体系展开的研究。在这一结构中我们将以城市设计在实践中的设计范畴、职能、操作程序、施行权限作为讨论与研究对象。 研究的思维逻辑大致如下： 1．首先，我们确认以下前提要素： ①城市设计(在应用上)具备多种不同的职能与程序； ②将其合理分类，建构一个完整的各阶段职能体系，是规范其实际操作的前提。浙江大学2001级建筑设计及其理论专业城市设计方向硕士学位毕业论文—20042.推进上述前提，我们提出以下问题: ①将城市设计解释为理业里查和鱼亚透两种形式; ②再将应用形态城市设计分为管束性城市设计与开发性城市设计两种类 别; ③续而分析管束性城市设计，认为其又包括两方面的内容:开发管制和鱼 计引导两种职能形态。3.进一步探讨置束竺丛重重丝所包含的这一职能二元体系的范畴、性质与职 ①亚发鳖生些与重且旦」显两种成分的具体分析; ②本体系内部的相互关系及成果应具备的法律地位与权责; ③明确本体系对上级控规和下级具体设计的各类反馈、约束特性;4.使用可能了解和掌握的中西方城市设计实例论证以上管束性城市设计的职 能二元体系，分析其成效与利弊，进而探索二元步骤分离与结合实施的多 种可能性现实操作。(论文正文约47800字，图表43幅。更多还原

【Abstract】 After its conception was brought forward independently, Moden Urban Design has been more arid more popular in a short period. Not only it’s study scopes extend largely in depth,width and span, but also the involved people including designer, governor and all the citizen have touched upon all kind of social positions or ranks. URBAN DESIGN , the production and cosset of the pluralistic thought of design, has such a complicated backgroud which involves plenty of factors that we should pay attention to: style of the social organization, form of the economy development, statute systems and so on and so forth.Academe in China began to put attention and developed their study in this thesis at 1980’s. Most of the design problems have got a new dimention of thought after that: urban site planning, transportation organization, enviornment landscaping, urban conservation and renewal, steet landscaping, pedestrian design, fa9ade reconstruct etc. Before long, insurgent waves of urbanization bring us lots of "urban design" items. Without forearmed, flurried architects and planners work out many kinds of urban design "productions" which have different depth, degrees of statutes, tangly functions and unable to put into application.-what’s wrong with them ?According to the experience about the theoretics of urban design,we then get some standpoints of our own.The most important thing we need is to develop a rational and canonical procedure for urban design operations. In other words, we should work over some technique policies to protect urban design operations.Function duality system of urban design illuminatd by this article, is a research on this thesis for urban design operations.
