中铁二十局集团五公司一体化管理体系建立与实施研究

【摘要】 质量、环境、职业健康安全等多种管理标准的推出,为企业提供了实现不同目标的管理手段,有利于企业改善质量管理、环境管理以及职业健康安全管理。国内许多企业为提升自身的形象和竞争力,独立建立与实施质量、环境和职业健康安全管理体系,以期获得顾客、社会和员工的认同。但独立建立与实施各管理体系,存在工作繁复、协调困难、职能交叉、文件重复等诸多弊病。相比之下,建立与实施质量、环境和职业健康安全一体化管理体系则可为企业带来管理的系统性、成本的经济性、工作的协调性、执行的融合性以及协同效果等,建立并实施一体化管理体系已成为一种主流趋势。 本文首先从理论上分析了建立与实施一体化管理体系的必要性和可行性;其次,对中铁二十局集团五公司质量、环境和职业健康安全一体化管理体系的建立与实施问题进行了研究,给出了该公司建立与实施一体化管理体系的策划和设计思路,同时就建立与实施过程中的重点问题进行了研究,如组织机构的优化、贯标培训的实施、初始评审的实施、管理方针的确定、管理目标的设定以及程序文件的编制等;然后,设计了基于PDCA(策划、实施、检查、处置)模式的一体化管理体系有效性评价指标体系,给出对五公司一体化管理体系有效性进行评价的方法和过程;最后,分析了一体化管理体系运行过程中可能遇到的问题,并给出中铁二十局集团五公司一体化管理体系持续运行的具体建议。 作者希望所作的有限研究能为中铁二十局集团五公司建立、实施以及持续运行一体化管理体系启发思路,同时能为建筑业同行和其他企业有效建立、实施以及持续运行一体化管理体系提供部分操作性建议。

【Abstract】 Quality,environmental,occupational health and safety and other management systems supply enterprises with managerial tools for achieving different goals,They are of great benefit to improve quality,environment,occupational health and safety management .For the improvement of corporation images and competitive advantanges,many domestic enterprises establish and implement quality management system,environmental management system and occupational health and safety system separately . These enterprises hope that themselves can be praised by the customers,societies and employees. However,it has some disadvantages such as complicated work ,hard coordinations,functional intertsections and repeated documents. In contrast,establishing and implementing an integrated management system-IMS ,including quality,environment and occupational heath and safety will bring about a lot of integrated advantages:systematic management,economical costs, harmonious operations,realistic synergies and so on. Establishing and implementing an IMS have become a mainstream trend.Fisrt , this paper dissertates the necessities and feasibilities for establishing and implementing IMS theoretically.Second,it resreachs the problems in the process of establishing and implementing IMS,and list the planning and designing moughtway for 5th Engineering Corporation of China Railway 20 Bureau Group. Meanwhile, it provides some suggestions forkey steps of establishing and implementing an IMS.For example,orgnazational improment,training implementation,initial review, development of managerial principal and goals, and compilation of procedural documents. After that, this paper designs a set of evaluation indicators on the basis of PDCA.,and put forwards evaluation method and process for the effectiveness of an IMS.Last,it also makes some concrete proposals vs possible difficulties in the process of performimg an integrated management system,for the continual improvement of the corporation’s IMS.The author hope that the limited researches can inspire the corporation, and supply some practical proposals for construction corporations and other enterprises for them to establish and implement an IMS.
