【摘要】 水利管理单位以水资源管理为职责，承担着兴利除害和支持经济发展等重要使命，沂沭泗水利管理局位于江苏省徐州市，作为水利部淮河委员会的一个流域管理机构，担负着横跨苏鲁两省沂沭泗流域八万平方公里范围内的防洪防汛和水资源管理的任务。如何从理论与实践的结合上，探讨这类具有公益性属性的水资源管理问题，是迫切需要研究的课题。 论文以沂沭泗水利管理局的水资源管理问题为对象，以资源开发理论、可持续发展理论、经营战略理论、公共选择等理论为支撑，运用SWOT等分析方法，首先分析了沂沭泗局在水资源开发方面所面对的内外部环境，得出了沂沭泗局内外环境因素综合分析结论；其次，对沂沭泗局发展进行了SWOT分析，提出沭泗水利管理局应选择复合型水资源扩张开发战略，即沂沭泗局应考虑如何充分利用外界环境中的机会，通过内部资源的重新配置与有效组合，选择拓展型的主业水资源开发战略、适度的相关产业多元化水资源开发战略，使沂沭泗局得到快速发展。再次，研究了沂沭泗管理局水资源开发的总体战略。确立了沂沭泗管理局水资源开发的战略定位，提出了沂沭泗流域管理机构水资源开发战略重点，对水资源开发战略的具体内容进行了研究。最后，从管理创新、加强人力资源开发、积极争取国家政策支持、建立合理的公益性补偿机制等方面，提出了沂沭泗管理局水资源开发的措施建议。 另外，本文在还对我国流域管理机构的发展问题进行了思考，提出了一些需要进一步研究的问题。更多还原
