我国沿海发达地区农产品出口贸易摩擦的成因及应对措施

【摘要】 “走出去”开放战略的提出，标志着我国对外开放战略将实现重大转变，而在我国实施农业“走出去”战略过程中，农产品出口贸易不断遭遇国外各种贸易摩擦。在日益增多的技术性贸易壁垒面前，我国农产品出口受到了极大的影响。1997年至2000年三年间，因发达国家的技术壁垒而受阻的我国出口产品总值达700亿美元，占我国出口总额的近25％。可以看出目前我国农业“走出去”的主要障碍是不断增多的农产品出口贸易摩擦。因此如何消除或减少我国农产品出口贸易摩擦已成为沿海发达地区能否成功实施农业“走出去”战略，进而也是我国能否成功实施农业“走出去”战略的关键。 由于我国沿海发达地区的农产品出口贸易摩擦对农产品出口具有重要的影响，因此，对我国沿海地区农产品贸易摩擦案例的研究就具有重要意义。 本文就是以具体案例为出发点，通过对我国沿海地区农产品出口具体案例的调查研究，分析了入世后我国沿海地区农产品出口遭遇的贸易摩擦类型和原因，以及内部因素之间相互的影响，并在此基础上提出了具有针对性的建议和措施。 本文的主要贡献包括如下两个部分： 1、从具体案例的实际角度，剖析了农产品贸易摩擦的深层次的原因，从而提出了相对应的措施建议； 2、提出了针对具体案例的措施，不再只是从政策角度着力，详细提出农产品技术标准体系的建立、农产品市场体系的建立、农产品出口预警系统的建立，从而能为将来有效的降低农产品出口贸易摩擦带来真正的参考建议。更多还原

【Abstract】 The proposal of opening-up strategy of "Go Out" represents the deep transformation on China’s opening-up policy. In the course of implementing of agricultural "Go Out" strategy, China’s agricultural export faces more and more trade conflicts, especially the conflicts of trade barrier of techniques.During the three years from 1997 to 2000, about 70 billion US$ agricultural export, which occupies nearly 25 percent of the total export of China, was refused because of the technical barrier from the developed countries.It means the main problem of implementing the agricultural "Go Out" strategy is the agricultural export trade conflicts.Thus the way of how to decrease or eliminate the agricultural export conflict has become a key factor, which affects if the developed coastal area could be successful in agricultural "Go Out" strategy.As the agricultural export conflict has great affected to the agricultural export of developed coastal area in China, it is of great importance to study the agricultural export conflict cases.On the basis of investigation and research about the export of agricultural products in the coastal regions, this paper starts from specific cases, then analyses the types and reasons incurring trade conflicts among the export after China’s accession to WTO as well as mutual effects among inner factors. In addition, suggestion and measures aimed at above-mentioned problems are also discussed.This paper contributes mainly to the following two parts:1. From the actual cases, analyzing the primary products trade conflict deeply.2. Proposing the measures corresponding to the actual cases, not only focusing on the policy, but also detailed proposing the establishment of primary products technical criteria system, the establishment of agricultural products marketing system, the establishment of agricultural products export warning system. So it can efficiently bring reference proposal helping to reduce the agricultural export trade conflict in the future.更多还原
