【摘要】 本论文针对我国小城镇的污水特点和污水处理现状，对小城镇污水处理设施建设与运行管理对策进行了研究。通过大量调查，我国小城镇的人口规模一般在几千～5万人，污水排放量大部分在1万m~3／d范围内，其中生活污水量占50％以上，造成污水有较大的时不均匀性和引起水质波动。小城镇经济实力较弱，科技水平低，城镇管理不够健全，绝大多数没有污水处理设施，将污水直接排放到江河湖泊造成了城镇水环境的严重污染。 在对国内外小城镇污水处理方式的大量分析基础上，提出了我国小城镇污水处理设施建设与运行管理的一系列建议：制定科学的水污染防治规划措施，合理确定水环境和水资源保护目标；因地制宜选择污水处理方式，促进小城镇污水处理设施的建设；根据小城镇所处的地理位置和地质地貌条件、经济技术条件、管理水平、污水水质水量和环境保护的具体要求，结合小城镇污水处理厂的要求：自动化程度不高、管理简单，运行、维护、维修费用较低等特点，选择与之匹配的经济实用的污水处理技术；科学控制污水处理厂运行管理的考核指标，降低污水处理成本，解决好污水处理厂的设备管理问题，实行优化管理，使污水处理厂产生更高的社会、环境效益；完善法律法规及行政政策，制定一系列的优惠政策来促进污水处理厂的建设发展。 本文探讨的适合我国小城镇污水处理设施建设与运行管理的对策措施，对我国今后小城镇的污水处理具有重要的指导意义。更多还原

【Abstract】 Based on present conditions on the controlling of the water pollution in China’s small town, researches on the wastewater treatment Construction and Management according to the characteristics were conducted.By numerous investigation, the small towns’ population scale was generally ranged from several thousand to 50,000 people . The discharge of sewage was in the scope of 10000 cubic meter per day(m3/d) , in which the living sewage occupies more than 50 percent. The situation which led to fairly serious unevenness of the wastewater may cause the fluctuation of the water quality o Because of the ordinary poor economic strength, low level of science and technology, and the unsound management of the towns etc, most towns had not any wastewater treatment facilities . Therefore, the wastewater was directly poured into the rivers or lakes, which will lead to the serious pollution of the small towns’ water-surroundings.On the analysis of wawastewater treatment measures of small towns at home and overseas, suggestion on dealing with the wastewater treatment Construction and Management in the small towns was as follow: Set up a scientifically plan on the water pollution , and determine reasonably the protective target of the water-surroundings and water resources; Select the wastewater treatment suit measures to local conditions, and speed up the constructions of the small towns’ wastewater treatment facilities; According to the specific demand on the geographical position, geological and geomorphological conditions, management level, the quality and quantify of the wastewater and the environment protection, which combining with small towns’ wastewater treatment plant’s characteristics, such as, the poor automation, simple management, smaller costs of the run and maintenance, select the economic and useful wastewater treatment technology to adapt all the demands is needed; scientifically control the index of wastewater treatment Management of wastewater treatment plants, decrease the cost of wastewater treatment, solve the equipment management problems of wastewater treatment plants, conduct high quality management, in order to produce more social and environmental benefits; Perfect the law and regulations as well as administration policy, found a series of preferential policy, in order to promote the construction and development.The article explored measures suiting the wastewater treatment Construction andManagement in China’s small town, which would grant the important guiding meanings about the wastewater treatment in our small towns in future .更多还原
