【摘要】 水资源工程移民是水资源工程建设中不可分割的一个部分，而水库移民是水资源工程移民中突出有代表性的一类移民。水库移民问题解决的好坏，直接关系到水库工程建设和运行管理能否顺利进行并发挥正常经济效益，直接关系到社会的安定团结。而评判水库移民工作好坏的有效方法之一是加强对水库移民工作进行后评价。本论文重点对我国水资源工程移民中的水库移民后评价指标体系进行了研究。论文共有七章：第一章导论，第二章项目后评价基本理论概述，第三章水库移民后评价研究，第四章水库移民后评价指标体系的构建，第五章水库移民后评价的方法研究，第六章水库移民后评价进行了实证分析，第七章结论与展望。论文主要进行了以下研究：1．分析了水库移民系统，在此基础上提出了水库移民后评价的基本概念和内容。2．分析了水库移民后评价指标体系的构建，提出了它是由社会系统、经济系统、环境系统、自然资源等四个既独立又相互联系的子系统组成。3．分析了水库移民后评价的方法，提出了水库移民后评价所用的两种方法是模糊综合评价法和灰色多层次分析法。4．根据以上研究的指标体系及评价方法对广东省飞来峡水库移民进行了后评价实证分析。更多还原

【Abstract】 Reservoir emigrant is a important part of the water conservancy project. How to settle effectively the problem of reservoir emigrant will influence the building process of the project. And economic benefit of the water conservancy project is relate to directly the social stability . So the valid measure to do well the work of Reservoir emigrant is to carry through the post evaluation.The post evaluation of the Reservoir emigrant improves the management of the Reservoir emigrant’ s work, and makes science, normalization, modernization of the management. The post evaluation of the Reservoir emigrant can boost the continuable development, and can boost the societal stability. This paper focuses on the following issues:1. analyse the system of the Reservoir emigrant, and introduce the concepts and the content of the post evaluation of the Reservoir emigrant.2.analyse how to constitute the indicator system on the basis of the corporate governance, the indicator system is make up of society system, economy system, environment system, resource system. These subsystem are correlative and independency.3. analyse the method of the post evaluation of the reservoir emigrant, and introduce the methods of the Comprehensive Assessment and Gray More Layer Analytical.4.demonstrate the indicator system and the method that said.更多还原
