“长益”及“益常”高速公路企业管理整合研究

【摘要】 高速公路是现代交通的重要标志和经济发展必须的基础设施，是人们关注的焦点之一，但我国高速公路目前正面临着建设资金和管理的双重问题。然而以前的研究主要在探讨高速公路的融资建设，体制管理如交通运政、交通安全等方面，但是对于不同投资性质的高速公路运营管理企业之间如何进行管理模式的整合，促进整体效益的提高则探讨的较少。针对这一问题，本文提出对高速公路的运营管理进行整合，希望能对目前的高速公路运营管理有一定作用。 本文首先从高速公路的管理特点出发，针对国内外高速公路的管理体制进行综合分析，然后对样本企业即“长益”和“益常”高速公路运营机构进行管理模式整合分析。分别从管理模式整合的动因研究、因素分析、模式选择以及整合方案的实施四个方面，探讨了高速公路运营机构管理模式整合的步骤及方法。其中： 1、对我国及湖南省目前高速公路的建设与发展情况进行了研究，认为高速公路的建设还远远不能满足经济发展的需要，但资金问题和管理问题困扰着高速公路的进一步发展，管理整合将有效地解决这两个问题。 2、给出了“内部优化”、“路劲收购”、“专业运营管理公司”等三种高速公路管理整合模式，通过定性分析和定量分析，确定在该路段组建专业运营管理公司是解决目前所存在问题的最好途径。 3、建立了高速公路运营机构的经济评价方法，包括直接经济效益、间接经济效益和不确定性分析等方面的测度，并进行了实证分析。 4、根据管理模式整合方案，提出了实施的步骤和方法。更多还原

【Abstract】 As the national economy develops, transportation has been attaching importance to the people. Be the sign of modern traffic and the basic installation of economy developing, expressway has been the focus of people’s mention. But now financial resources problems and management problems limit the construction of new expressway and function bringing into play of building expressway.Expressway construction is currently the major task in the highway sector, yet operation management to highway is also a very important work. In the restructuring for communications system, strengthening the expressway management has become an important assignment for the highway administration department on various levels; therefore, the restructuring for expressway construction an operation management should be carried out concurrently with corporation in the reform.It is proved that company can be used in the management of expressway from the charlatanistic of expressway. On this thesis of analyzing the current situation In the expressway development in our country,the thesis points out that the quantity and the quality of expressway in our country Is far form the needs of economy.The thesis gives three patterns to solve these problems, from the qualitative analysis and quantitative analysis to three patterns, it educes a conclusion that "one compact one line "is the best pattern to expressway.更多还原
