加入世界贸易组织对中国国有投资业的影响及其应对策略

【摘要】 经过15年不懈的努力，我国终于成功加入了世界贸易组织。这意味着我国将迎来更大的开放、竞争和涉及社会、经济、文化等几乎所有领域的新一轮深层次改革。因此，正确认识加入WTO带来的机遇和挑战，分析入世对我国国有投资行业的影响，探讨我国国有投资行业入世后的应对策略和措施，是具有现实意义和重要作用的。 我国国有投资业的形成和发展是市场经济发展的客观要求和必然结果，对我国经济增长和社会发展具有至关重要的作用和意义。我国国有投资行业的主体(国有投资公司)既要坚持政府投资方向，体现政府投资意图和产业导向；又要运用市场运作机制，参与市场竞争，促进国有资产的保值增值，实现稳健的发展。然而，在我国加入世界贸易组织后，随着政府职能的转换、贸易保护的减少、开放程度的增加、市场竞争的激烈和投融资体制改革的深化，国有投资行业将面临巨大的、深远的、全方位的影响和冲击。 本论文对我国国有投资行业的形成与发展、优势与不足进行了初步的分析；对加入世界贸易组织后我国投资领域、投资行业和投资主体等面临的机遇和挑战进行了较深入的探讨；对我国国有投资行业入世后的应对策略和措施提出了若干建议；并以上海久事公司为例进行了实证分析。 本论文共有四个部分组成： 第一章：中国国有投资行业的发展现状和优劣势分析。该部分以中国国有投资行业的发展现状为基础，阐述了中国国有投资行业形成过程、生存条件、发展动力和发展前景，以及国有投资主体的基本特征、类型和功能；结合各地投资公司的实际情况对国有投资行业的改革与发展进行较为全面的总结，对国有投资行业和国有投资公司的优势和不足进行了深入的分析。 第二章：加入世界贸易组织对中国国有投资行业的主要影响。该部分以中国加入世界贸易组织为背景，介绍了世界贸易组织的基本情况、我国入世的基本承诺和主要权利义务;对入世后中国投资领域受到的普遍影响，以及加入世界贸易组织对中国国有投资主体、中国政府投资行为和政企关系等方面的具体影响进行较为系统的分析。 第三章:加入世界贸易组织后中国国有投资行业的应对策略和措施。该部分针对中国国有投资行业的实际情况和国际经济的发展趋势，提出了我国在投资环境的优化、政府职能的转变、管理制度的健全、投资协会的发展和投资主体的改革等方面的应对策略和措施，为我国国有投资行业在新形势下的发展和新一轮战略规划的制定提供一定的参考意见。 第四章:上海久事公司积极应对入世机遇与挑战实例分析。该部分阐述了上海久事公司的经营业绩、发展状况、战略定位和投资重点，分析了其发展中存在的主要问题;并对入世后公司的发展方向和战略选择进行了细致深入的论述。 本论文从引言开始，落脚于结束语，对我国国有投资行业的成长历程和发展前景进行了系统、全面的分析和研究，对入世后我国投资行业的战略规划和改革措施进行了科学的预测和积极的探索。由衷地希望能够为我国的国有投资行业把握入世的机遇、积极应对挑战提供必要的理论基础、实践案例和对策建议，促进我国国有投资行业以创新为手段，以提高经济效益为目标，以增强国际竞争力为重点，制定出科学、合理、具有开创性和可操作性的发展战略。更多还原

【Abstract】 After 15 years’ persevering work, we have joined the World Trade Organization successfully. It means that greater opening and competition will come to us. And the reform in many fields such as society, economics and culture etc. will be more deep-going. For this reason, it’s quite realistic and important to realize the opportunities and challenges after joining WTO, to analyze the effect of joining WTO to the state-owned investment industry in our country and to give the countermeasures.The form and development of the state-owned investment industry is the objective request and inevitable result, it plays an important role in our national economic and the social development. The principal part of the state-owned investment industry (the stated-owned investment corporations) should act in line with the industry direction of the government; give expression to the affection of governmental investment and the industrial direction. They should also obey the market rules and join the market competition to maintain stable and rapid growth. However, with the change of the government function, the decrease of the trade protection, the growth of opening, the intension of market competition and the depth of the reform after joining WTO, the state-owned investment industry will face great, profound and far-reading effect.This thesis analyzes the form and development of the state-owned investment industry in our country. It also shows the advantages and disadvantages of that industry. Then it explores the opportunities and challenges of the investment field, investment industry and investment corporations. After that, it gives out some countermeasures on the base of all the research and analysis. At last, it makes concrete evidence through the factabout Shanghai Jiushi Corporation.The thesis consists of four parts:Chapter 1: the development of the Chinese state-owned investment industry with its advantages and disadvantages.In this section, it relates the forming, existing condition, development and prospect of the Chinese state-owned investment industry base on their present condition and state. It expounds the quality, function, characteristics and types of the state-owned corporations. It also summarized the reform and development combining the reality of the state-owned corporations in different area. And then, it analyzes the advantages and disadvantages of the state-owned investment industry and corporations.Chapter 2 : the main effect of joining WTO to Chinese state-owned investment industry.In this section, it describes the main circumstance of WTO and our acceptances, rights and duties. It also researches on the general effect of joining WTO to the Chinese investment field and the concrete effect of joining WTO to Chinese state-owned investment corporations, governmental investment and the relationship between the government and the corporations.Chapter 3 : the countermeasures after joining WTO to the Chinese state-owned investment industry.In this section, it discusses the realities and trend of the investment industry in our country and the economics environment in the world. And then, it gives out some countermeasures about the optimization of the investment environment, the transformation of the government, the development of the investment association, the reform of the investment corporations. This part provides some reference advices to accelerate the development and formulate new strategy of the state-owned investment industry in new stage.Chapter 4 : case analysis and concrete evidence of meeting opportunities and challenges about Shanghai Jiushi Corporation.In this section, it refers to the operating achievement, developing condition, strategy choice and investing focus of this corporation.
