中国地质大学地球科学家集团创新能力及其社会环境研究

【摘要】 21世纪是以智力为社会中轴的知识经济时代,充斥着这个知识经济时代的是国与国在各个领域内的科技实力的竞争。任何国家要立足于21世纪发展的至高点,就必须加快向智力中轴社会转变的速度,加大科学创新的力度。要实现这一目标,就必须依靠该国科学家集团创新能力的实现。要实现我国科学家集团创新能力,就应该对其所根植的社会环境有一个清晰的认识,那么研究我国科学家集团创新能力的社会环境就显得十分必要了。影响科学家集团创新能力的因素是复杂和多重的,社会环境是影响科学家集团创新能力的一个最重要的因素。本文尝试从理论上清楚地界定科学家集团创新能力的社会环境,阐述社会环境的功能,深入剖析中国地质大学地球科学家集团创新能力的发展状况,并从整体和多维的角度研究在其集团创新能力实现过程中社会环境因素的影响和与之的相关度,揭示实现中国地质大学地球科学家集团创新能力的途径,从而在实践上为国家宏观决策和科技发展规划提供理论依据和决策参考。本论文分四部分展开对中国地质大学地球科学家集团创新能力及其社会环境的研究:在第一章的绪论中,详细叙述了本研究的选题依据和研究意义,对科学家集团、科学家集团创新能力和社会环境等相关概念进行了界定。在对国内外研究现状进行综述的基础上,阐明了本研究的创新之处。在第二章中,从环境激励原理出发,描述了社会环境对科学家集团创新能力的激励过程,在此基础上说明了社会环境是通过其价值增损功能和互动功能对科学家集团创新能力产生一定的影响作用,即良好的社会环境有利于科学家集团创新实践活动获得理想的结果,它能促使科学家集团对其创新能力所形成的社会环境有一个比较系统的认识,在此基础上对社会环境进行客观地分析和评判,达到对社会环境进行理性选择的目的。第三章对中国地质大学地球科学家集团创新能力及其社会环境进行了深入的实证研究。具体以科学社会学理论为指导,采用文献法和问卷法对研究对象进行定性和定量相结合的分析研究。从地球科学家集团人员构成和科研产出能力两方面对中国地质大学地球科学家集团创新能力的发展趋势进行了总结,并用多元统计的方法,分析了科学家的社会地位、受教育培训程度、科技管理政策和社会文化环境这四方面社会环境因素与地球科学家集团科学活动产出数量之间的相关度,说明了社会环境因素是如何影响地球科学家集团创新能力发展的。最后一章尝试提出了优化中国地质大学地球科学家集团创新能力的社会环境的途径,主要从合理抬升科学家的社会地位、建立适合创新的人才培养模式、优化科技管理政策和进一步营造适合创新的社会文化环境这四方面着手。本论文的创新之处就在于从科学家集团创新能力的层次上探讨影响创新的社会环境,从如何推动和实现创新出发,深入剖析了社会环境因素的影响作用,得出社会环境中存在着科学家职称结构不合理;教育体制的缺陷和培训机会的缺乏;科技奖励制度公平性的缺<WP=6>乏;知识产权保护制度未充分发挥作用;物力资源投入不足;社会刚性文化根基不深厚等问题,针对这些不足,找出创新道路不畅的症结,从而构建有利于中国地质大学地球科学家集团创新能力的社会环境。

【Abstract】 21st century is the era of knowledge-driven economy taking intelligence as society pivot. Any country bases on the lofty perch of development in 21st century, must accelerate the speed of transforming into pivot society of intelligence and increasing innovation in science. To realize this goal, we must depend on the realization of the group innovative ability of scientists of our country. In order to realize the innovative ability of scientist’s group of our country, there should be a clear understanding on its social environment. So it’s very essential to study on the social environment of the innovative ability of scientist’s group of our country.The factor of influencing the group innovative ability of scientists is complicated, The social environment is a most important one. The thesis trys to define the social environment of the group innovative ability of scientists theoretically and explains its function .The thesis analyzes the state of development of the group innovative ability of the earth scientists of China University of Geosciences. Then it studies the impact of the social environmental factor on realizing the group innovative ability of the earth scientist s from whole and multidimensional angle and finds the relevant degree between them. The conclusion can offer the theoretical foundation for national macroscopical decision and science and technology development plan .This thesis studies the social environment of the group innovative ability of the earth scientist of China University of Geosciences in four parts :In the introduction of chapter one, narrate a selected title basis of research and the meaning of the study in detail, and define to the relevant concepts, such as scientist’s group, innovative ability of scientist’s group and social environment,etc.. On the basis of surveying to the domestic and outside current situation, this thesis expounds a place of innovation of the research. In chapter two, encourage principle is set out from the environment, which describes the encouragement course to the innovative ability of scientist’s group. On the basis of this ,the social environment is proved to have a certain impact on group innovative ability of scientists through the function of increase and decrease of its value and interdynamic function. Namely, the good social environment helps the innovative practice activity of scientist’s group to obtain the ideal result.It can help analyze and judge the social environment on the basis of this objectively, achieve the purpose that carrying on reason and choose to the social environment. In chapter three , the deep positive research to the social environment of the group innovative ability of the earth scientists of China University of Geosciences is carried on. The thesis regard scientific sociology principle as the theoretical direction, adopt the method of questionnaire to research object document. Going on with the group personnel form and output of scientific research, the thesis respects the development trend to the group innovative ability of the earth scientists of China University of Geosciences.Then it uses the method of pluralism count to analyze relevant degree between the scientific activity quantity of output of group with<WP=8>social environmental factors.The result proves how the social environmental factors influence the group innovative ability development of the earth scientists. In the last charper,the thesis trys to propose the optimizing way to the social environment of the group innovative ability of the earth scientists of China University of Geosciences. It set about mainly from such respects as improving the scientist’s social status, setting up the personnel training mode suitable to innovation, Optimizing the scientific and technological management policy, building the social culture environment of innovation.The place of innovation of this thesis lies in probing into the social environment of influencing innovation from the level of the group innovative ability of scientists.
