加速上海生态工业园区建设初探

【摘要】 改革开放以来，上海的经济得到了飞速的发展。但随着上海工业化进程的加速，环境问题日益突出，环境保护、建立工业生态系统已刻不容缓。特别是加入WTO后，关税壁垒将被打破，而非关税壁垒特别是环境壁垒将日益凸显，因此，加速建立生态工业园区是一个迫在眉睫的重大课题。在获得经济效益的同时，必须兼顾到社会效益和环境效益，为可持续发展作出贡献。本文综合了我国在生态工业园区研究方面的积极成果，探讨了目前上海生态工业园区存在的问题、原因及对策。文章共分五部分：第一部分提出了建立生态工业园区的理论依据。主要有可持续发展理论、生态经济学理论及区域经济学理论。第二部分借鉴了国外生态工业园区发展的实践经验。第三部分分析了上海生态工业园区的形成和现状。第四部分分析了上海生态工业园区存在的问题及其原因。第五部分提出了解决这些问题的可操作对策。在借鉴其他学者研究成果的同时，主要提出了几个新的观点：一、统筹规划生态工业园区；二、强化政府部门的重要作用(包括转换机制、完善法制、设立生态工业园区的发展专项基金、实行排污许可证交易制度) 三、加强环保部门建设；四、生态工业园区自治自律；五、强化宣传教育。更多还原

【Abstract】 After reforming and opening, the economics of Shanghai has been developing quickly, the environmental pollution issues were appearing. It is an urgent task to protect environment and establish the industry ecological system. Especially, after China entered into WTO, tariff barrier will be broken with the anti-tariff barrier setting up. So, that is an important project about accelerating the establishment of the ecological industry park. When we get the economical benefit, we may consider the social benefit and the environmental benefit. We shall do our best for the sustainable development.On the basis of synthesizing accentual fruit about ecological industry park, we discussed present issues, reasons and measurement of the ecological industry park in shanghai in this paper.The paper is divided into five sections: In the first section, the author put up with the three theories on setting up the ecological industry park, the details are sustainable development theories, ecological economics theories and regional economics theories. In the second section, used the experience of developed countries’ ecological industry park for reference. In the third section, analyzed the formation and the present states of the ecological industry park in shanghai. In the fourth section, pointed out the issues of shanghai ecological industry park and analyzed the reasons of the issues. In the fifth section, put up with some measurements which canhelp to solve these issues. On the basis of other researchers experience, author put forward some new views: give the ecological industry park an overall planning, strengthen the government important functions (including change mechanism, improve the legal system, establish the special developing foundation for the ecological industry park; implement the pollution charge license exchanging system), strengthen the construction of environmental protection department, self-management of the ecological industry park and consolidate environmental protection propaganda and training.更多还原
