【摘要】 中国加入世界贸易组织(World Trade Organization，WTO)标志着中国对外开放的进一步扩大和参与经济全球化步伐的进一步加快。入世对中国经济和社会发展的影响是深刻而长远的，教育特别是高等教育受到冲击不可避免。 本论文以经济学和管理学相关理论为基础，首先介绍了WTO教育服务贸易的背景资料，分析了加入WTO对中国高等教育的影响，指出中国高等教育正同时面临着难得的发展机遇和巨大的挑战。文章接着总结了高等教育五大结构的变化过程及存在的主要问题，并对高等教育结构的调节机制、影响中国高等教育结构的因素以及加入WTO对中国高等教育结构的影响和效应作了全面分析，指出调整高等教育结构，建立合理、优化的结构体系，是高等教育发挥结构性功能的必不可少的条件。最后，以调整改革中国高等教育结构的原则为出发点，提出了中国高等教育结构的调整、整合、优化、升级所应采取的四大策略以及十大政策性建议。更多还原

【Abstract】 China’s entrance to the World Trade Organization (WTO) marks China’s further opening to the outside world and greater participation in the global economy. Since the influence of entering WTO on China’s economy and society is far-reaching, education -especially higher education - will inevitably be challenged.Based on the theories of economics and management, this article first introduces some background materials of the education service trade stipulated by WTO rules, and analyses the influence of WTO rules on the Chinese higher education industry, drawing attention to the fact that it is now confronted with both a good opportunity and a severe challenge. Then, the article sums up the changing processes and existing problems of higher education’s five structures, and makes an overall analysis of the regulatory mechanism, influencing factors and the effect of WTO rules on the higher education structure. The author thus considers that the adjustment of the higher education structure and the establishment of a reasonable and optimized structural system are a necessary condition for continued improvement in the function of higher education. Finally, this article advances ten policy proposals in order to best realize these changes.更多还原
