【摘要】 本文以加入WTO后中国开发区的历史与经济发展为背景，从开发区和竞争力相关理论基础出发，围绕投资环境对投资者影响的角度，尝试建立了开发区竞争力的基础性指标及其扩展性指标，并以苏州工业园区为例，对如何提升开发区竞争力作进一步研究。 第一部分中国开发区发展历程。这一部分通过介绍目前开发区的投资软硬环境、管理体制、产业发展，分析了加入WTO后中国开发区面临的机遇和挑战，明确了研究开发区竞争力的意义。 第二部分中国开发区竞争力指标体系建立的理论回顾。分别回顾了古典和新古典竞争理论、熊彼特和波特的竞争优势理论，对国内外区域和城市竞争力理论作了较详细的介绍，在开发区相关理论的基础上，认真评估了有关开发区竞争力理论的研究现状，为建立开发区竞争力指标体系打下了理论基础。 第三部分中国开发区竞争力指标体系设计。这是本文的重点，在阐明了基础思路和设计原则后，着重从“市场进入障碍”、“预期投资收益”、“服务效率”三个方面建立了开发区竞争力的基础性指标。为便于比较，在基础性指标的基础上引申出“综合成本”、“载体升级”、“可持续能力”和“开放度”等四个扩展性指标，并对国内典型开发区竞争力状况进行比较与评估。 第四部分苏州工业园区竞争力实证分析及对策研究是作者结合工作的一些思考。针对苏州工业园区入世后所面临的挑战，在对苏州工业园区和国内几大著名开发区对比后，分析了苏州工业园区发展面临的主要问题，提出了提升园区竞争力的一些政策建议。 作者希望本文能对从事开发区理论研究的广大学者提供必要的借鉴和推动作用，使开发区更好地服务于我国的对外开放政策。更多还原

【Abstract】 This paper tries to set up the basic index and expanding index of the competitiveness of developing zones. Firstly we analyses the background of the history and economic development of developing zone after China joins in the WTO, basing on both the relevant theoretical of developing zone or the competitiveness and the influence between investment environment and investor. Then we take SUTHOU industrial park (SIP) as an example to analyses and study on how to promote competitiveness of developing zone.In the first part the author introduce the soft & hard environment of investment, management system, industry development of developing zone of China at present, analyzing the opportunity and challenge of developing zone after the accession to the WTO, acquiring the mean of study on the competitiveness of developing zone clearly.In the second part, mostly retrospect the classical & new Competition theory, the theory of Competition advantage of Michael E.Porter and J.A.Schumpeter separately and make more detailed introduction to domestic and international area and urban competitiveness theory. In this part we also assess current situation of research about the competitiveness theory in the developing zone conscientiously and lay the theoretical foundation of setting up index system of competitiveness of developing zone on the basis of relevant theory in the developing zone.The third part is the most important part in this paper. We set up developing zone basic index of competitiveness focusing on three-index system of "market enter obstacle", "expect investment return" and " serveefficiency" after expounding the basic train of thought and design principal. To easy to compare, we publish the four expanding index of " comprehensive cost"," carrier upgrading"," sustainable ability" and "open degree" on the basis of basic index, comparing and assessing the competitiveness state of developing zone.Fourth part is about author’s study combining with his work on the real example analysis and countermeasure of Competitiveness of SIP. Facing the challenge of SIP joining in WTO and comparing SIP to other developing zone, author analyses subject matter that SIP faces and give some advice on promoting competitiveness of SIP.The author hopes that this paper will offer essential help to scholar studying on the theory of developing zone and make the developing zone serve the open policy of our country better.更多还原
