海关行政执法监督问题与对策研究

【摘要】 海关是国家用来打击走私活动、维护正常进出口经济秩序和保障国家税收的职能部门，由于其在国家经济活动中的特殊地位，一旦海关关员利用国家和人民赋予的权力进行以权谋私、贪污受贿甚至参与走私放私的违法活动将会给国家造成不可弥补的损失。因此，对海关关员，尤其是领导干部进行执法监督就变得越来越重要了，我们要根据海关违法违纪行为的特点，从政治的高度来认识行政执法监督工作的必要性、长期性、复杂性和艰巨性，坚持长抓不懈，不断完善行政执法监督的领导体制和工作机制，形成党中央统一领导，党政齐抓共管，行政执法监督机构负责组织协调，部门各负其责，广大群众积极参与的局面。 海关内部行政执法监督的目的是督促海关依法行政和保障行政法治，维护行政秩序，减少执法腐败的现象发生，保障公民权益和利益。同时，努力推动海关行政法律文化的革新，大力培育现代海关行政法律的理念，从法律制度、政策、方法等诸多方面加强和改进对海关行政执法行为的监督制约，尽快形成科学高效的执法监督新机制，使行政执法监督这一手段和措施，成为一种威慑力，使每个海关执法人员都能依法行政；。以此来达到思想政治工作想要达到而难以达到的目的和效果，使海关行政执法监督真正成为对内规范执法、惩治腐败，对外震慑违法行为的双刃剑。更多还原
