高校教师聘用制度的国际比较

【摘要】 建设一支高素质的高等学校教师队伍,对我国而言是关系到把一个什么样的高等教育带入21世纪的重大课题。高等学校教师聘用制度建设与教师队伍的整体素质息息相关。研究西方高校教师聘用制度及其基本规范,借鉴其成熟及合理的做法,是在市场经济条件下尽快建立适应我国特色的高校教师聘用制度的一条较好的选择,是发挥后起国家制度建设上的后发优势的主要途径之一。本文以美、日、德三国为典型,追溯其高校教师聘用制度的历史、考察他们的现状与问题,分析由此引发的改革与争议,比较三国教师聘用制度的异同,总结经验特点,指出教师聘用制度的改革趋势。在此基础上论述了我国高校教师聘用制度的历史演进和实施现况,阐明了在高校教师职务聘任制改革中不存在一个标准模式,倡导并保证学术自由,吸引并留住优秀人才是高校教师聘用制度改革的核心,适度的流动性是高校聘用制度改革的关键,分类管理、分类考核能有效提高教师聘用制度的弹性与效率。

【Abstract】 To build a high quality teacher team in higher education institutions is an important project, which is concerned with the development of higher education in 21century in China. Building a good teacher employment system in higher education institutions is closely related to the quality of the whole teacher team. It is a better choice to study the teacher employment systems and basic principles of west countries’ colleges and universities, and to learn from their good and reasonable experiences, in order to build a Chinese-characterized teacher employment system under the market-economy circumstances. And the studies and learnings are one of the ways to give play to the advantages of our newly built system. This article takes the teacher employment systems of USA, Japan and Germany as very typical ones. And it traces the history of these systems, inspects their present situations and problems, analysizes their reforms and disputes. compares their similarities and differences, summarizes their experiences and characteristics, then points out the reform tendency of our teacher employment system. Based on all of the previous factors, this article discusses the development and the current situation of the system in Chinese higher education institutions. And the article states clearly that the key of the reform of our teacher employment system is to advocate and ensure the academic freedom, to attract outstanding teachers to come and be willing to stay and work here. And there is not only one model to do so. This article also tells us that properly fluid is the core of the employment system reform, and that the classification management and check can improve the flexibility and efficiency of the system.
