论全球化时代世界交通发展的不平衡性

【摘要】 二战以后,人类社会进入了一个崭新的历史时代,即世界历史进程中的全球化时代。全球化时代的历史发展是趋向平衡与统一,还是趋向不平衡与民族个性的张扬?如何全面、理性、正确地认识这一问题,是目前影响世界发展的、具有全球意义的新课题。新的问题需要运用新的思路来对其进行解决。本文从全球化时代世界交通发展不平衡的历史事实出发,对“全球化时代世界交通发展的不平衡性”这一课题进行了纵横研究,并从中得出了一些新的研究结论。本文共有引论、正文和结束语三大部分组成,其中正文又有四部分内容: 第一部分,主要分析了全球化时代世界交通发展不平衡性存在的原因。这部分采用史论结合的方法,根据辩证唯物主义和历史唯物主义的基本原理以及其它的相关理论,在现有史料的基础上,结合世界交通发展自身特有的规律和属性,紧扣全球化时代的特征,从五个方面论述了全球化时代世界交通发展不平衡性存在的原因。这一内容的论述,为进一步探索世界交通不平衡性的发展新趋势做了铺垫。 第二部分,主要探讨了全球化时代世界交通发展不平衡性的新趋势。该部分在前一部分论述的基础上,结合全球化时代世界发展出现的新趋势,利用比较研究法,以历史事实为依据,通过科学的论证,探寻出世界交通发展不平衡性在全球化时代呈现出的四种新趋势。这四种发展新趋势是前人没有探讨过的,这也是本文创新之点之一。第三部分,主要论证了全球化时代世界交通发展不平衡性与世界交往发展之间相互制约的互动关系。文中首先追溯了二战前世界交通发展不平衡性与世界交往的互动关系以及对战后的影响,在此基础上,以世界交往体系的发展演变为主线,把全球化时代世界交通发展不平衡性分为三个连续的发展阶段,分述了在不同发展阶段世界交通发展不平衡性与世界交往发展的互动关系,并得出结论:20<WP=5>世纪90年代初以来,世界交通发展不平衡性已越来越明显地制约了世界交往的进一步发展。第四部分,主要是对20世纪90年代初以来,世界交通发展不平衡性的实证分析。在此,选取亚太地区的交通发展不平衡性为例,重点分析了其表现、产生的原因(从特殊性方面)以及解决该问题的紧迫性和可能的途径。在分析一国内部交通发展不平衡性时,以具有典型性和代表性的世界最大的发展中国家——中国作为个案研究,对我国东、西部地区交通发展不平衡性现状的表现、产生原因、负面影响以及全球化趋势下发展西部交通的应对之策等方面进行了阐述。全文紧扣全球化时代的发展脉搏,从新的视角探析了世界交通发展不平衡性的有关问题。全球化不会消弭世界发展的不平衡性,但全球化时代的不平衡有许多历史上不曾有的发展新趋势,这就告诉我们:用“战争”手段作为解决世界各国间发展不平衡的传统观点,已经不适应新的时代特征,解决发展不平衡性问题的手段或方式正沿着战争(“热战”)——“冷战”——无战或少战(协商与合作)的方向发展演变。在此基础上,本文在结束语中进一步尝试性地提出解决当前世界交通发展不平衡性问题的相关建议,供人们参考。

【Abstract】 After World War Ⅱ, the human society entered a completely new historical era, namely the global era in the history progress. The history development of the era inclines to equilibrium and unity, or inclines to unbalance and wide spreading of character? How to comprehensively, reasonably and correctly understand this problem, is a new global problem that affects world development at present. The new problem needs to be dealt with new way of thinking. From the history fact of world transportation development unbalance in this global era, thesis carries out some research vertically and horizontally on the task of the unbalance of world transportation in a global era, and draws some new research conclusions. This paper is made up three parts of general introduction, main body and concluding words, among them the main body contains four parts:The first part, analyzes in this global era the reason that world transportation development unbalance exists. This part adopts the method of the combination of historical data and theories, according to some basic principles of dialectical materialism and historical materialism and other related theories, on the basis of historical data now available, combining its own law and attribute of world transportation development, tight by linking with the characteristic of the global era, and from five aspects this thesis discusses why world transportation development unbalance exists. This treatise paves the way for further investigate into the new trend in unbalance development of the world transportation.The second part, inquiries into primarily the new trend of the unbalance of the world transportation development. On the basis of the discussions in the first part combining the new tendency of the world development in a global era, making use of comparison research method, regarding historical facts as basis, through scientific argument, this part seeks out four kinds of new trends that the world transportation development unbalance takes on in this global era. These four kinds of new trends have never been inquiried into before, this is also the creative point of this treatise.The third part, mainly talk about the interaction relation of mutual restrictions between world transportation development unbalance and world communication development in a global era. The paper first traces back to the interaction relation<WP=7>between world transportation development unbalance and world communication development before World War Ⅱ and its influence on the postwar world, on this basis, taking the development of the world communication system as the main clue, dividing the world transportation development unbalance in the global era into three continuous developing stages, this part separately discusses the interaction relation between world transportation development unbalance and world communication development at different developing phases, then draws a conclusion: The unbalance of the world transportation development has more and more obviously restricted the further development of world communication since the beginning of 90’s of the 20th century.The fourth part, primarily makes authentic proof analysis of the unbalance of the world transportation development since the beginning of 90’s of the 20th century. Here, the author selects the transportation development unbalance of the Pacific Asia region as an example, and mainly analyzes its performances, originating reason (from the special aspect) and the urgency and possible way of solving that problem. The part takes the typical, representative and the world’s biggest developing country —— China as an example, and this part discusses the performance of the present condition of the transportation development unbalance in our country’s eastern and western region, creating reason, negative influence and the measures to be taken for developing the transportation in the western part of China under the global trend.Tightly buttoning up the development pulse of the global era, the whole thesis analyses the relevant prob
