【摘要】 随着文化产业的飞速发展，艺术设计工程逐渐涉入市场经济。在本文讨论中，设计工程是指具有一定技术含量或较高技术含量，技术评价指标(评价因素)较多的艺术类设计实务，又延伸到设计竞赛和服务提供等领域，是个广义的概念。在艺术设计类招标实践中，其基本特征同样是“公开、公平、公正”，而评标定标是整个招标投标程序中的关键环节，评标的原则不仅仅表现在最低报价，更主要体现在“择优”上，这也是由于艺术审美的特殊要求决定的。本文对艺术设计类的评标的程序作了一般性的考察，着重论述了艺术设计领域评标应包含的评价指标，以及各项评价指标权重的确定方法。 要使招标项目成功，评标方法的正确选择固然重要，国家对招标市场的管理、规范活动也是保证招标成功的一个重要因素。本文还对目前艺术设计市场管理行为提出了系统的管理方法：从宏观与微观两个方面分析了我国艺术项目招投标管理的现状及存在的种种不规范现象的成因，并在此基础上提出了一些规范措施。其主要思路是从宏观管理层入手，从管理层面和执行层面两个角度来共同作用，促进艺术行为的在商业应用方面的竞争。 文章结构上有一个显著的特点：在横向分析问题时充分运用了“比较”的方法，对艺术设计和招投标进行了溯源，分析了现行招投标以及评标方式和体制存在的问题，提出了在社会主义市场经济条件下，培育和发展适应市场经济的艺术类项目的评标方式及其管理体制。在纵向的论文编排上，前一章为后一章作论述作准备，后一章是前一章论述的深化，由一般程序到具体案例，再到管理体制和设计教育，逻辑上层层递进，前后贯连。 本文重在讨论分析适用于招投标设计的设计方法、特征以及怎样在招投标过程中达到优胜的目的，旨在对社会主义市场经济条件下的艺术类工程项目招投标设计进行有益的探讨，希望能对提高项目单位、投标单位、招标机构的招标投标技巧起到抛砖引玉的作用，也希望借此使大专院校学生了解招投标和设计竞赛的一般运营机制，能够高效地投入到各类招投标设计和国内外竞赛当中去，增加实际参与机会增强社会经济产出，得到坚实的锻炼。更多还原

【Abstract】 The rapid development of cultural domain spurs the Art&Design stepping into the market economy. In the thesis, we focus on the design project, including the tenders with high-tech content, the design competitions, design service, and so on. The Art&Design tender has the basic character: ’open, equality, justness’, and the pivotal point-appraisal, reflects on not only the lowest quote price, but the optimization for the aesthetic requirement itself. The thesis introduces the common procedure in Art&Design tenders, explores a method for tender and appraisal in depth.It is very important that the proper appraisal method to the success of the tender, and a sane management to the Art&Design market is also an important gantantee. Thus, the thesis suggests a kind of administrant policy which is more systemic, after analyzing the status quo of Art&Design tender and discovering diversified roots of the normative phenomenon, it gives pieces of advices to standardizing the vocation: if we proceed with the macroscopical administrator, aided with the manager and the executant, the Art&Design will consequentially enhance the rivalship in commerce.There are two lines in the thesis so that making the structure more obviously .which is a notable characteristic: It keeping on contrasting in parsing the problem. At first it traces the source of the history of Art&design and tender, disposes the unreasonable phenomenon nowdays secondly, At last it brings forward how to breed and develop tender in Art&design under the social market economy system to fit the economic policy. While in the arrange of the thesis, it deepens the theme smoothly by degrees. The former is a base for the later, from the normal to the special, from the procedure to the case, then to the managemantal system and education, Finally It offers some suggestions to the development in China, the paper takes on a kind of coherent highly logically.To find a way to increase the skill of tender, the article mainly describes a way of tender method and appraisal method in depth to achieve the winning, which is the pivot of the thesis. If the students in university will have learn something from the paper, they could do more best in the competition and contribute for commercial building.更多还原
