军事仓储软管理研究

【摘要】 军事仓储，即运用仓库储存军用物资，维护库存军用物资的使用价值。军事仓储是仓储系统中的重要分支，担负着向军事行为提供物资支援的特殊使命。本文针对新时期军事斗争特点，结合军事仓储所处的特殊环境，分析了军事仓储特点、结构和地位作用，运用当代先进的军事物流理论和现代仓储管理理论，并针对军事仓储宏观管理特点与不足，引入了军事仓储软管理，重点论述了军事仓储软管理需要开发的四项工程，即仓储高新技术工程、仓储智力工程、军地仓储联合发展工程、仓储法规管理工程。通过本论文对军事仓储软管理的研究，可为建立集中统一、高效运转、结构合理、内外关系顺畅的军事仓储管理体制，形成军事仓储建设良性循环的合理机制奠定了一定的理论基础，为军队机关决策提供参考。更多还原

【Abstract】 Military storage is the series of activities of getting special purpose materials beforehand for meeting the needs of military training and fighting in peacetime. It is the requisite means of adjusting the military logistics and the important requirement for forming the fighting capacity.The macro-management of military storage is mainly studied in this paper, which is generally not involved in the micro-management .The concept of the soft management is advanced and the content of the soft management of the military storage is approached on the bases of analyzing the characteristic, the structure, the position and the shortcomings of military storage.The key task of the military logistics for the new period is to meet the needs of military struggle. This paper derived the thoughts of contemporary management, the theory of military logistics and storage management in view of the special circumstances of military storage. It drew the part and the whole analogy adopting systematic methods and studied in renewing the thoughts, bringing forth new ideas and improving the means of management thus laying a theoretical foundation for completing the materials storage prewar, meeting the urgent needs at the beginning of the war and taking the emergency measures in the war.Through the study of the soft management of the military storage in this paper, the theoretical foundation is laid for forming the reasonable system of the perfect circle of military storage. The paper will be the reference for the policy-making body of military logistics.更多还原
