煤矿安全生产管理理念及实践研究

【摘要】 安全,是当今世界人们普遍关心的一个重大课题。安全历来就是煤矿生产的头等大事。煤矿安全管理是实现煤矿安全生产的重要措施。搞好煤矿安全管理必须采用先进的安全管理理念和配套的管理方法和手段。因此,本文在总结成功的安全管理实践经验的基础上,结合当前新兴的绿色管理理论,提出了煤矿安全生产绿色管理理念,构建了煤矿安全生产绿色管理体系,并建立了实现这一理念的“桥式”管理模式及结构体系。同时,研制开发了绿色管理理念和“桥式”管理模式的实现技术——煤矿安全评价技术和安全管理信息系统。煤矿安全评价体系包括采煤掘进工作面安全评价、全矿安全生产状况综合评价和采煤掘进工区安全管理水平评价三部分,在评价过程中,采用模糊综合评判技术进行评价;煤矿安全管理信息系统用Visual Foxpro 6.0开发,具有日常安全管理信息处理和安全评价结果处理两项功能,该系统具有较强的适用性。

【Abstract】 Safety, an important subject concerned by all nations, is also the key of coalmines’ production. So, safety management becomes the major measure to realize safe production in coalmines. To do safety management well, we must adopt advanced management theory and proper methods and skills. Therefore this paper first summarizes the successful experiences in some coalmines, and combines with the newly-born Green Management Theory (GMT), proposes the GMT for safe production in coalmines. Then a complete system about it and a "Bridge Management Pattern" (BMP) to realize it are set up. Simultaneously, the technology to realize the theory - assessment skills and management information system of safety in coalmines - is also set up in this paper. The assessment system includes three parts: the safety assessment of mining and driving face, the comprehensive assessment of the whole mines safety condition, and the safety management level assessment of mining and driving area. In the course of evaluation, this paper uses multi-object fuzzy comprehensive assessment method. Then the software system of safety management developed by Visual Foxpro 6.0 has strong adaptability, and also has function of dealing with both daily safety management information and safety assessment results.
