先期技术演示验证项目管理控制技术研究

【摘要】 本文以航空先期技术演示验证项目为研究对象,在分析航空预研单位管理现状的基础上,结合该类项目的特点,对其管理重点和难点进行了有针对性的深入研究。 鉴于目前科研院所在实施先期技术演示验证项目的过程中,普遍追求高技术性能,较少强调经费、时间限制的状况,本文对如何确定合适的项目工作范围进行了研究;针对部分科研单位对计划重视不够,计划方法单一、不甚科学的状况,进行了项目计划管理研究;针对先期技术演示验证项目试验件加工进度控制难的问题,进行了项目进度控制研究;针对该类项目创新性强、风险因素多、技术风险较大的特点,进行了技术风险分析研究;针对当前该类项目科技成果评价难度大、随意性较大的现状,进行了项目科技成果评价研究。在研究过程中,本文采用定性、定量分析与实证研究相结合的方法,着重分析了引起问题的根本原因,提出了相应的解决办法,并应用层次分析、综合模糊评价、优序数法和灰关联分析等方法对一些问题进行了定量研究。 通过以上研究工作,本文提出了综合考虑项目三大目标的技术方案选择方法,建立了模型,以选择合适的技术方案,为确定适当的项目工作范围提供依据;分析了项目管理应用的计划方法和工具,并对先期技术演示验证项目计划方法的选择进行了探讨并提出建议;分析了对试验件承制厂进行选择的评价指标,建立了选择模型,并详细阐述了对进度进行有效控制的方法;建立了先期技术演示验证项目技术风险分析模型;最后,本文建立了科研成果定量评估模型并进行了实例分析。

【Abstract】 Based on analyzing the management status quo of the pre-research enterprises and combining characteristics of advanced technique demonstration projects, this paper conducts study on their main points and difficult points deeply.At present, in the process of implementation of such projects, researchers usually put emphasis on high technical performance, but have less consideration of the cost and time limit. Hence, how to definite the appropriate project scope is studied; aim at the problem of unscientific planning method in some enterprises, project planning management is studied; aim at the problem of schedule control, project control method is studied. Then, this paper delves the technical risk evaluation and achievement evaluation.In this paper, the research method of combining qualitative analysis with quantitative analysis is applied. After particularly analyzing the reasons caused those problems, this paper put forward the corresponding measures, and applied the "Analytic Hiberarchy Process", "Synthetical Fizzy Analysis", "Prior sequence Method" and "Grey System Theory" to quantitative research of some problems.Through detailed study on the aspects above, this paper puts forward the project scope management method and establishs the model for selecting proper technical scheme, provides the suggestions for choosing optimal planning methods. After analyzing the appraisal index of factory choice for manufacturing trial work-pieces, the model is established. Then, the respective analysis model for risk evaluation and achievement evaluation are provided. At last, an actual example is given to achievements evaluation.
