【摘要】 随着“新经济”时期的来临，企业将进入战略经营时代，企业之间的竞争表现为长期、综合竞争能力的竞争。因为在“新经济"时期，企业的生存与发展，关键在于持续不断的创新和核心竞争力的形成和保持。企业的经营应由原来追求短期利益最大化转变为追求长期利益最大化的战略经营。传统的业绩评价指标体系不能有效的反映企业经营业绩，由此，构建适应新时期企业经营管理要求的新的业绩评价指标体系势在必行。新的经营业绩评价指标体系既可以作为企业一个经营周期的总结，又可以为下一个经营周期的实施提供必要的数据和经验，为企业适时调整战略，把握决策方向，达到预期目标奠定了坚实的基础。同时，世界知识经济与技术不断创新，网络技术迅速发展，推动了全球信息化，迅速地改变着人们获取信息和知识的途径，深刻地影响着人们的商业运作方式和生活质量。决策支持系统在管理领域的应用帮助人们从巨量的数据中迅速地找到信息，将信息转变为可操作的知识，使知识付诸应用。它主要用于解决半结构化和非结构化问题的特点也使得决策支持系统备受企业界的关注，目前决策支持系统技术已得到了长足的发展，因此，建立一个适用于高技术企业的经营业绩评价决策支持系统是十分有意义的。本文分析了高技术企业经营业绩评价决策支持系统的结构，并结合高技术企业开发实例，设计了一套决策支持系统。全文分为五部分，主要研究内容如下：第一章介绍了企业经营业绩评价指标体系的发展过程；第二章介绍了决策支持系统的相关理论与研究进展；第三章通过对战略平衡积分卡指标体系的分析，取长补短，提出了一套适用于高技术企业经营业绩的评价指标，并采用层次分析法、多目标决策法等方法进行计算；第四章设计了高技术企业经营业绩评价DSS的总体结构，并从数据库、模型库、知识库、方法库、问题处理系统五部分详细介绍了系统的设计与实现；最后依据本文的系统思路，以数个高技术企业为例，设计了一套决策支持系统。更多还原

【Abstract】 Along with the period approach in "new economy", the enterprise will enter the strategy age, the competition of enterprise represents long-term, all-around competition. Because in the "new economy" period, if the enterprise want to develop, the key consists in keeping on continuously creative with the formation of the core competition .The management of the enterprise should change from pursuing the short-term benefits maximum to the long-term benefits maximum. The traditional accomplishment index system on evaluation can’t reflect effectively the enterprise’s accomplishment, from here, it’s important to set up the evaluation index system that request the new period enterprise management. The evaluation not only can be used as the summary of enterprise as a strategy period, but also can apply the data for a period into practice, on the base of adjusting strategy in good time, holding the decision direction and attaining the aim for the enterprise.At the same time, the knowledge-based economy of world and technique continuously creative and the network quickly develop, it pushes the world information changing, people obtain the information with the path of the knowledge changes quickly, deeply affect business operation method with living quantity. The decision support system finds out the information quickly in application that help people break away from the number of data ,it can change the information into knowledge, make the knowledge pay to application. Currently the decision support system technique have got the substantial development, therefore, establishing a strategy accomplishment evaluation DSS is very meaningful.<WP=8>This text analyzed the construction of the system, combining the example of high-tech enterprise, designed a DSS system.The full text are divided into five parts, the main study contents as follows:1.A development process for introducing evaluation index system; 2.A related theories and studies for DSS; 3.With the analysis of the balanced sorcecard index system, take to grow to repair short, put forward a set of evaluation index that can be applicable to the high technique enterprise, calculating with the adoption level of structure analysis method and many targets decision method ; 4.Designed the construction of DSS from five parts, such as the database, model base, knowledge base, method base and the problem system to introduced the design of the system with realizes.
