空管飞行冲突与低高度报警系统的设计与实现

【摘要】 本方案是针对民航机场管制中心而设计的空中交通管制自动化飞行冲突告警和低高度告警系统,它可为机场的管制工作提供自动化手段,保持飞机之间、飞机和障碍物之间的安全间隔,避免碰撞,保障空中交通运输业的安全可靠运行。整个系统采用了分布式处理结构,使得系统易于扩充和维护,能够适用于大、中、小各级机场管制中心,大大提高了空域的利用率,增强了空中飞行安全,减轻了管制人员的工作负担。良好的空中交通管制系统是航空运输业安全的保障,从七十年代起,我国便开始研制自己的空中交通管制系统,但是,目前很多民航机场仍在使用国外进口空管系统,这无疑增加了开支。因此研制我国自己的空中交通管制自动化系统更显现出其重要意义。加上我国幅员辽阔,改革开放以来,随着经济的持续快速增长,航空运输业的发展导致了空中交通流量的日益增大,使得空域中飞机密度增加,间距缩小,因而空中交通安全问题十分突出。本方案正是针对民航机场管制中心而设计的空中交通管制飞行冲突和低高度告警系统。在本文中,将对这个告警系统中的多雷达数据融合处理单元、飞行冲突和低高度告警处理单元,以及冲突显示终端的系统原理、软件实现的方法、功能等作具体的阐述。另外,还将讲述到整个空中交通管制自动化系统中双机、双网工作模式的实现。整个系统适合于各类管制中心使用,为机场雷达管制提供了自动化手段,为保证空中交通运输业的安全运行提供了必要条件。该飞行冲突和低高度告警系统已在兰州、乌鲁木齐、大连、南宁机场实际调试运行,验证了系统的可用性。

【Abstract】 On the one hand,air traffic control system,which can provide the controller with information about the height,position,heading and the like,is used by controller to keep a safe distance between the airplanes and the obstacles,so as to avoid conflict and,as well,make the automatic process of radar,flight plan and interactive operation come true. Although we have begun to develop the air traffic control system in China since 1970’s,so many equipment from abroad are still used up till now.At the cost of high expenditure,it is of great necessity to have the equipment of air traffic control of our own. On the other hand,the status quo of air transportation keeps increasing,altogether with the quick pace of the economy’s going up.The density of airplanes in the sky is increasing,meanwhile,the distance between them are much smaller.Therefore,it is pivotal to guarantee security of these airplanes. Aimed at the civil aviation airport,this warning system for air traffic control automation system includes amalgamation process of multi-radar data,warning process of flight conflict and low height,altogether with conflict display terminal.The theory and method about programming of all these units are told in detail in this article,and added to that is method of processing data with two networks and between two computers,master machine and slave one. The warning software system of flight conflict and low height has been installed and tested at Nanning,Lanzhou,Dalian and Wulumuqi airport effectively.
