我国信息法制建设的支撑要素分析

【摘要】 本文从分析我国目前信息化发展过程中存在和产生的社会问题及社会关系入手，指出加强信息法制建设是规范社会信息活动和信息行为、保障社会信息化顺利发展的客观必然要求。重点针对信息法制建设的艰巨复杂性和信息化社会对信息法制建设要求迫切性，提出信息法制建设必需的四个重要支撑要素，即信息法学理论、信息政策、信息伦理和信息技术。结合每种要素的特点、研究发展状况及发挥作用时具有的优势和存在的不足，着重论述了各要素对信息法制建设的支撑作用机制。提出诸支撑要素在信息化进程中相辅相成、相互补充、集成创新，共同构筑起我国信息法制建设发展的支撑体系。更多还原

【Abstract】 The objective necessary requirements to standard social information activity and information behaviour are strengthening information legality construction. In this paper the author analysis the problems caused by information development in our country and talks about the social relations. Information legality construction is a big urgent complex job in information society and there are four important elements for it: theory, policy, ethics and technology. Every element has impact on the mechanism of information legality construction. We should think about the four elements together.更多还原
