道路运政管理职能研究

【摘要】 随着世界贸易组织的加入、市场经济体制的逐步确立、费改税的即将推进，我国道路运输行业管理进入了一个全新时期。因此，对新形势下运政管理职能的研究，为推进我国运政职能转变、实现科学的行业管理具有重要的意义。 在本文研究过程中，结合河南省运政管理现状，根据市场经济理论、产业组织理论及行政管理理论，在对我国运政管理的现状进行分析和概括的基础上，提出了在入世后的国际竞争中，为了引导和促进道路运输行业的快速发展，道路运政管理部门应肩负着包括规划、组织、调控、监督、服务和创新职能。有了这些职能，运政管理部门就可以制定出符合市场经济和国际竞争规范的管理方法和措施，为科学的运政管理提供理论依据。更多还原

【Abstract】 With china’s accession to World Trade Organization, the gradual establishment of market economy system and the transformation from collecting fee to taxes, our administration of road transportation has been entered a new period, therefore research on the function of road administration in this period is a very important significance to the reform of road administration.In the course of compose this text, combining with road administration of Henan province, according to market economy theory, industry organization theory and administration theory, on the basis of analysis about the real condition of road administration functions, the author put forward government functions in road transportation in order to direct and accelerate development of transportation. These functions include scheming, organizing, controlling, supervision, service innovation. the organization of road administration can use these function to establish criterion measure that can meet demand of market economy and comply with the rules governing by the international competition.更多还原
