在用汽车排放污染防治技术政策的研究

【摘要】 本文从解剖国内外汽车排放污染物控制实施情况入手,通过对我国汽车生产、使用、检测、维修各环节控制汽车排放污染物现状的评价,着重对我国在用车排放治理的难点、现存问题进行研究分析。研究和探讨在用汽车排放控制的具体措施、途径和方法,并进行利弊分析。课题通过进一步论述国外汽车检查维护制度(I/M制度)实施经验,针对当前我国国民经济的快速发展,汽车数量不断增加的客观现实,坚持致力于改善和处理好环境保护与汽车使用关系的原则,达到在我国基本上实现不因汽车拥有量增加而使汽车排放污染物总量增加的目的。根据我国汽车技术状况及排放水平的现状,结合目前汽车维修检测行业发展的实际,通过对我国实施I/M制度的环境、现行的汽车检测维修制度与I/M制度的内在联系分析,及试点验证实施效果,论证了我国对在用汽车排放污染物控制最可取、最有效的办法是实施汽车检查维护制度(I/M制度),并提出建立我国在用汽车排放控制(I/M)制度的构思及建议。

【Abstract】 The paper begins with the analysis of the practicing situation of controlling vehicles emission pollution at home and abroad, sets focus on the researches of difficult points and existed problems on governing our vehicles in use emission by evaluating the situation of controlling car’s emission pollution in every link such as our vehicles production , utilization, inspection and maintenance, research and makes inquiry into the explicit methods of controlling the vehicles in use emission, and analyzes the benefit and the harm. What’s more the article demonstrates the practiced experience of abroad car inspection maintenance system(I/M system), aims to the fact that our national economy is rapidly developing now and the amount of vehicles is increasing, insists on the rule of improving and handling the relation of environment protection and using vehicles better, and reachs the purpose the amount of vehicles is increasing while the amount of vehicles emission pollution is not. Another according to the situation of our vehicles technology situation and emission level, the paper demonstrates the most adopted and the most effected method is carrying on the vehicles inspection maintenance system by analyzing the inherent relation of the environment of carrying on I/M system ., the practicing vehicles inspection maintenance system and I/M system ,also it verifying the effect by experiment. Last the article works out and suggests that set up our vehicles in use emission controlling(I/M) system.
