【摘要】 水资源是地球上必不可缺的自然资源和环境资源，但目前在全球范围内，水资源危机正严重制约着社会经济的持续发展，威胁着人类的生存。因此，在搞好经济建设的同时，必须有效地促进水资源的保护和节约，实现水资源的优化配置，而利用合理的价格手段正是实现水资源的优化配置的关键。 本论文主要探讨了水资源商品的价值和价格构成，水资源商品不同于一般商品的特性对水资源商品价格的形成所产生的影响，以及能够体现水资源价值的水价计算方法。 本论文的第一章为综述，第二章阐述了商品和价格的一般理论，第三章讨论了自然资源的价值和价格。第四章和第五章论述了水资源商品的特性，及其对水价构成的影响，以及各特性在水价构成中的体现。第六章详细探讨了水价的制定原则和当前国内外常用的水价制定方法及理论，并总结了各种方法的优缺点。第七章为水价计算实例研究。本章在借鉴前人先进经验的基础上，分析了水资源价值系统的复杂性和模糊性，利用水资源价值模糊数学模型计算水资源的理论价格，并以西安市水资源价格计算为例进行了验证。 实例计算中采用西安市1999年度的统计资料，选定水质、水资源量、国民生产总值和人们对现行水价的满意程度四项参数对西安市的水资源价值进行评价，然后将评价结果折算为水资源价格，并将最终的计算结果与西安市的实际供水价格进行了比较，分析了西安市实际供水水价中存在的问题，并提出了一些想法供西安市将来的水价调整工作参考。更多还原

【Abstract】 Water resource is one of the most important resources in the world. Now it’s crisis has become a serious threaten to the survival and the development of human being. So we have to find the way to protect and save water resource. Optimum water pricing is the key point.In this paper, the structure of water value and water price, the characteristics of water resource, and how they affect water pricing have been discussed.The paper’s chapter 1 is introduction. Some common theories of commodity and price have been explained in chapter 2. Chapter 3 focus on the value and the rate of natural resources. The characteristics of water resource, and how they affect the structure of water pricing have been discussed in chapter 4 and chapter 5. The key points of the chapter 6 are the principles and typical theories of water pricing. The chapter 7 is the case study. In the study, Xi’an was selected to do the job, and the fuzzy model of water resource value was used to calculate the water price.In the model, the quality and the quantity of water resource and GDP, and the people’s satisfaction to the level of current water price in Xi’an in 1999 were selected as the parameters of evaluation of water resource value. Compared with the currentwater price, the resort can reflects the value of water resource exactly, and may use as a reference for the adjustment of water pricing of Xi’an in future.更多还原
