【摘要】 长期以来，电力工业一直是垄断的传统领域，世界各国的电力行业无一例外地实行发、输、配、售垂直一体化的市场结构。 自本世纪80年代后期以来，电力工业在世界不同的国家，不同的地区，形成了一场世界性的电力工业改革潮流。世界各国电力部门的自然垄断的观念受到英、美等发达国家电力工业改革实践的挑战，许多国家对本国的电力工业进行了重组，建立了自己的电力市场。 本文对国际上几个成功地进行市场化改革国家的经验与教训进行分析总结，结合我国电力市场现状，提出了按网络开放理论及现代企业制度理论去重组我国的电力企业，对我国电力工业进行市场化改革，以应对入世后的国际形势，提出电力企业改革方案，及我国电力市场的运行模式——区域电力市场，并针对我国电力市场建成后，为保证其良性运作提出了一些政策性的建议。更多还原

【Abstract】 Electric power industry has been monopolistic traditional field since long time ago, and any electric power industry all over the world operates based on vertical and incorporate market structure, which includes generating, transmitting, distributing and selling.Since the late of 1980s, electric power industry has formed a worldwide electric power industry reform tide in different country and region. The natural monopoly opinion of electric power industry worldwide is challenged by electric power industry reform practice in developed countries such as England and America, many countries have restructured their own electric power industries, and established their own electric power markets.This article analyses and summarizes experiences and lessons of several countries which have successfully carried out market reform, combining present situation of our electric power market, puts forward idea that restructure our electric power enterprise according to modern enterprise system construction, carry out market reform on our electric power industry to face international affairsafter WTO entry, the operational model of our electric power market--Regionalelectric power market after electric power enterprise reform, and some policy suggestions to protect normal operation of the market after establishing our electric power market.更多还原
