【摘要】 改革开发以来，特别是九十年代中期，我国汽车工业得到了飞速发展，但是，飞速发展的汽车生产与滞后的销售和售后服务形成鲜明对比，各地区迫切需要建设汽车整车、零配件销售和售后服务为一体的汽车城。这种形式的汽车城建设早已在发达国家采用。 我国在这方面项目建设过程中，项目建设的投资主体出现了多元化的格局，对汽车城建设项目的经济评价成为投资者十分关心的问题，解决好这个问题，对于吸引投资者资金、发展电力企业具有十分重要的意义。 本文首先对一般工程项目经济评价理论进行了系统的阐述，结合汽车城建设项目的特点，从项目法人的角度，研究探讨了汽车城建设项目的经济评价原则、内容和指标体系。在此基础上，对汽车城建设项目的财务评价、国民经济评价进行了深入研究，运用层次分析法、盈亏平衡法和敏感性分析法对汽车城建设项目的经济效益进行了系统分析和评价。形成了静态评价与动态评价相结合、同一般工程项目评价程序接轨，并反映汽车城建设项目特色、有标准评价参数的评价指标体系。并将所研究的成果应用于黑龙江华强汽车城建设项目的经济评价中，进行实证分析，使研究成果具有理论意义和实际的指导作用。 本文从项目法人的角度，对汽车城建设项目经济评价进行研究，将汽车城建设项目经济评价从一般工程项目中独立出来，使评价方法更符合汽车城建设项目的特点，评价结果更具有科学性和可靠性。其中黑龙江华强汽车城建设项目的评价结果为哈尔滨百强建筑安装工程有限责任公司和中国石油天然气集团公司哈尔滨炼油厂投资决策及吸引社会投资提供依据。更多还原

【Abstract】 Since our country’s reform and opening to the outside world, especially since the mid 90s, our automobile industry has been developed rapidly. However, the rapid automobile production contrasts sharply with the inefficient marketing and after-service. Thus, there is a great need to construct an automobile center which combines selling spare parts as well as whole cars with after-service in every area. This automobile center construction has been adopted in almost all developed countries.In the construction process of our country in this field, the investment main body of projects becomes plural. So the economic evaluation for projects of auto center construction becomes the matter of interest to the investors. It has a very important significance to solve the matter well for attracting investors and developing the auto production, auto marketing and its after-service of our country.This thesis first expatiates systematically on the economic evaluation theory of common engineering projects, from the angle of project artificial person, studying and probing into the economic evaluation principles, contents and index system of the projects of auto center construction by combining with its characteristics. On the bases of above, the thesis then carries out a deep study on financial evaluation and national economy evaluation of the projects auto center construction. By means of arrangement analytical method, profit and loss balance method and sensitivity analytical method, this thesis has made a systematicanalysis and evaluation index system with standard evaluation parameters and reflecting the characteristics of projects of auto center construction, which combines static state evaluation with dynamic state evaluation, joins with the evaluation procedures for common engineering projects. The research result has been put into use in the economic evaluation for the project of auto center construction for HeiLongJiang HuaQiang Auto Center actual analysis, thus the research result has both theoretical significance and guiding practice function.This thesis, from the angle of project artificial person, has studied the economic evaluation of project of auto center construction and let it independent from common engineering projects . So this kind of evaluation method conforms more to the characteristics of the projects of auto center construction and made the evaluation result more scientific and reliable. The evaluation result for the project of auto center construction for HeiLongJiang HuaQiang Auto Center has provided the basis for Harbin BaiQiang Construction and Installation Engineering Co., Ltd and China Petroleum and National Gas Group Harbin Oil Refinery to make investment decision and to attract social investment.更多还原
