论企业人力资源的优化配置

【摘要】 在知识经济时代,知识和科学技术已逐渐成为人类生存和发展的第一要素,是社会经济发展最主要的推动力量。怎样调动知识和技术载体的人的潜能,乃是企业的最关键问题。本文运用人力资源管理的有关基础理论并结合我国企业的具体现状,采用定性与定量相结合的分析方法,重点探讨了适合我国企业的人力资源优化配置的设想。论文首先阐述了关于企业人力资源的基本理论,并给出了微观角度人力资源配置的含义。然后分别分析了我国企业人力资源优化配置所需的企业内、外部环境。最后提出了我国企业人力资源优化配置的设想,即科学预测人力资源需求量、尽可能吸引更多的优秀人才并加以培训,实现岗位的优化配置,采用目标管理法对人力资源配置的效果进行评估。

【Abstract】 In the knowledge economy times, knowledge and scientific technology has been the factor of the human’ s existing and producing and the most important power for social development. How to develop latent energy of human, the holder of the knowledge and technology, is the key for enterprise development. Utilizing some theories on human resources management and some qualitative analysis and quantitative analysis methods, combining the present situation of Chinese industries, this thesis gives the pattern of human resources optimum allocation. First, we discussed the basic theories for human resources and put forward the concept of human resources allocation from the microcosmic point of view. Then, we inquired into the inside and out side environment of human resources optimum allocation for Chinese industrial enterprise. Finally, we put forward the pattern of human resources optimum allocation for industrial enterprise. It forecasts the amount of human resources requirement, absorbs more excellent persons and trains them, achieves the optimum allocation of ability and post, apprises the effect of human resource optimum allocation with the method of management by objectives.
