民爆产品管理系统中信息交互技术的研究与应用

【摘要】 当前,社会的安全问题越来越受到人们的重视,特别是美国911事件的发生,给全世界的安全问题敲响了警钟,反恐怖斗争受到了各国政府和领导的高度重视。雷管、炸药等民爆产品是威胁人们生命财产安全的重要威胁源之一。对雷管、炸药等民爆产品的进行严格监控管理,减少甚至杜绝雷管、炸药等民爆产品的流失成为社会的迫切需要。国务院办公厅也针对目前民用爆炸物品管理中存在的问题下发了《国务院办公厅关于进一步加强民用爆炸物品安全管理的通知》(国办发[2002]52号),要求实行民爆器材的销售、购买、使用流向监控,切实执行好民用爆炸物品安全管理措施。首先,对民爆产品管理的现状进行了研究分析,提出了当前民爆产品管理中存在的问题和不足,研究了民爆产品管理系统总体解决方案,并提出了其中的信息交互方案。系统地研究了民爆产品管理系统中的信息交互技术,主要包括便携式POS集成条形码扫描采集信息、CPU卡存储加密、CPU卡双卡锁定、便携式POS集成Modem传输数据、FlashROM存储技术等信息交互技术,民爆产品管理系统集成了这些信息交互技术,能够满足信息采集方便快捷、信息上报及时迅速、信息查询方便准确等需求,能够对民爆产品在每一个环节锁定责任单位和责任人,能够对民爆产品进行"合法、严密、准确、清晰、完整"地管理。最后,把以上技术运用到民爆产品管理系统中,作为主研人员之一开发了雷管全生命周期网络化跟踪管理与监控系统,该系统通过了由国内外专家组成的委员会的鉴定,并在重庆市民爆领域的部分单位试点应用,取得了良好的应用效果。

【Abstract】 Currently, the society security problem is more attached importance. Especially, the 911 events in the USA had struck at the alarming bell for the society security problem. Governments and leaders in every country attach importance to struggling against terrorism. Civil explosive products such as detonators and dynamite are the main source threatening the people’s lives and possessions. It’s exigent to monitor and supervise civil explosive products such as detonator and dynamite to reduce, even stop losing them. Our State Department, against the problems existing in civil explosive products’ supervising, issued ’Requisition to Enhance Supervising civil explosive products, bureau in State Department’. This file is to supervise civil explosive products’ selling, buying and using, and implement security measure about civil explosive products.Firstly, this article researched and analyzed the state of the civil explosive products’ management, brought forward the problems and disadvantage in the management, researched the general solving precept for ’Civil Explosive Products’ Monitoring System’ and brought forward the information-exchanging precept for this system. This article researched the information-exchanging technologies used in ’Civil Explosive Products’ Monitoring System’ by the numbers. These information- exchanging technologies mainly include the POS handset integrating barcode scanning, CPU card’s storing and encrypting, double-card interlocking, the POS handset integrating modem and FlashROM storing. This system integrates these information- exchanging technologies to gather, transmit and query information about civil explosive products’ management expediently, swiftly and exactly. This system can lock responsibility for the civil explosive products in every their lifecycle and help supervising civil explosive products legally, strictly, exactly, syllabify and integrally.Finally, applying the information-exchanging technologies mentioned above to ’Civil Explosive Products’ Monitoring System’, ’Networked monitoring and management system of the lifecycle of detonator’ is developed. This system is judged by the committee, which is made up of some home experts and foreign experts. The application of this system in some units in civil explosive field has achieved good effect.
