中国住房抵押贷款保险产品创新研究

【摘要】 从1992年发放第一笔住房抵押贷款以来,特别是1998年住房制度改革之后,个人住房抵押贷款有效地刺激了我国的房地产市场,促进了住房金融的繁荣发展。但随着住房抵押贷款业务规模高速增长、贷款门槛逐步降低、贷款对象从金字塔塔尖转向塔腰以及住房业主还款高峰期的临近,银行所面临的住房抵押贷款的违约风险就日益突出。如何规避和分散银行的金融风险,推动我国住房抵押贷款市场的持续健康发展,就成了当前迫切需要解决的问题。在这样的背景下,本论文对我国住房抵押贷款保险进行了创新研究,以促进我国住房金融的健康发展。本论文首先从分析住房抵押贷款的风险种类入手,提出了多种风险处理措施,指出住房抵押贷款风险最有效的转移措施是保险,并介绍了国内外现行住房抵押贷款有关保险,详细阐述了美国的成功经验:通过商业保险公司、FHA、VA等机构对银行放款提供全方位保障,化解来自借款人不能偿付贷款的风险,促使整个房地产金融活跃起来。其次,通过分析我国住房抵押贷款保险的现状,指出了其中存在的问题,强调最大的不足是现行保险种类的结构不合理,并结合入世剖析了我国住房抵押贷款保险所面临的机遇和挑战,提出保险产品创新的迫切性。最后,针对现行保险的不足提出了完善建议,重点研究了银行所面临的主要风险--违约风险的转移方法,提出了住房抵押贷款人身保险和违约保险的创新产品,系统地论证了违约保险发展的理论条件和政策支持。

【Abstract】 Since the first residential mortgage in 1992, especially after the reformation of the china’s housing system in 1998, the business of residential mortgages has effectively stimulated domestic real estate market and promoted housing finance. However, with the quickly growth of the residential mortgage market, the lower and lower loan limits, and the change of the borrower from the high-income residents to the medium- and low-income, the bank has been increasingly subjected to the exposure of mortgage default risk. Therefore, it is the present problem to be solved urgently that how to circumvent and disperse finance risks in bank system so as to promote the healthy development of residential mortgage market. Under this circumstance, this thesis studies innovation in China’s residential mortgage insurance programs in order to improve the healthy development of housing finance.At first, This thesis analyzes sorts of residential mortgage risks, brings forward some methods of risk control, points out that insurance is the most effective way to transfer the risks of residential mortgage, and introduces some insurances on residential mortgage in domestic financial market and abroad, expounds particularly the successful experience of USA where the business insurance agents, FHA and VA provide full ensurance for the loans of bank to disperse default risk, thus promotes the prosperity of real estate finance. Secondly, on the base of analysis about the current situation of domestic residential mortgage insurance, this thesis points out the existing problems, emphasizes that the biggest deficiency is the illogicality of insurance frame, and analyses the opportunities and challenges of domestic residential mortgage insurance with China’s entry into WTO, brings forward the urgency of innovation in China’s residential mortgage insurance programs. At last, this thesis puts forward some advices to perfect the deficiencies of current insurance, mainly tackles the problems of default risk the banks faces, puts forward the innovative programs such as residential mortgage life insurance and default insurance to solve this problem, and provides a systematic analysis of the theoretical conditions and policy support on the development of default insurance.
