【摘要】 教育作为先导性、全局性、基础性的知识产业和关键的基础设施，摆在了优先发展的战略重点地位。本文在进一步澄清教育产业涵义的基础上，着重从教育产业的投入机制和发展机制两方面入手，研究高等教育产业化的实现途径，并就政府行为和社会行为对其的影响和制约展开讨论。 在高等教育的实现途径中，笔者认为应从以下四个方面保证。第一，要有多元化的投资格局，来缓解高等教育资金短缺的问题，这里谈到了政府投资主体地位不能变，大力发展民办教育，以及让公民形成普遍的消费观念等等；第二要改革现有的教育产权，明晰教育的所有权和经营权的界限，这是保证投入主体多元化的关键所在，是资源能否合理配置、有效利用的重要因素；第三是建立联结教育与市场的机制，这就要求教育产业除了遵循教育规律办事外，作为国民经济的一个产业部门，适应市场经济要求，也要按市场经济规律运作；最后要让每个公民都要有投资高等教育是实现人力资源向人力资本转化的必然途径的观念。 教育产业化的实现，需要政府和社会方面的大力支持与协作，所以政府行为和社会行为对其的影响就至关重要，借鉴社会学中的研究方法，谈了政府在高等教育产业化进程中的种种参与方式，“政府的有效退出机制”、“积极的宏观管理手段”以及“让社会广泛参与，减轻政府压力”三种方式，而社会行为的调动，主要是约束和规范教育产业，使其走上健康发展的轨道。更多还原

【Abstract】 Education is as the knowledge industry of guide’s, overall situation and foundation and the infrastructure of hinge, and puts the emphatic position of strategy preferentially developing. This article is on the foundation educating the industrial meaning clearer, and input mechanism and machine-processed of development that stressing from the education industry are started with, and the realization way of research higher education industrialization spreads out the discussion to government action and society action to his influence and restriction.The author thinks to assent to following four aspects to pledge in the realization way of higher education. First, it will have the investment pattern of many unitizations, and come to relieve the question of higher education fund shortage, and speak of the government investment main body position here not becoming, and develop energetically to be run by the local people education, as well as letting citizen form universal consumption concept etc.; Second, it will reform now available education essentialism, and this is the critical place pledging many unitizations of input main body to the demarcation line of the proprietary rights of distinct education and power of management, and is the important factor the that whether resources can reasonably dispose and effectively use; Third way is building the mechanism joining education and market, and this will be asked for advice the education law given birth to the industry except follows working, and as an industrial department of national economy, suits the market economy requirement, and also will carry according to the market economy law doing; Finally way let every citizen all will have investment higher education to be to realize the concept of the certain way that the manpower resources to the manpower capital change.The education realization of industrialization needing government and the society aspect to support energetically and cooperates, so government action and society action are utmost importance to his influence, and using for reference the research method in the sociology, and has talked all sorts of participation methods in the higher education industrialization course of government, "effective mechanism withdrawing from of government", "positive macroscopic management means " as well as " lets the society extensively participate in, and lightens the government pressure " three kinds of methods, and transferring of society action chiefly is for restrictting and standarding education industrial,so makes it walking to the track of healthily development.更多还原
