【摘要】 在市场竞争日趋激烈的今天，绩效管理已经成为企业人力资源管理的核心，成为组织必不可少的一项管理活动。而几乎所有组织在实施绩效管理时都会遇到一大难题，即如何设定一套有效的、可操作的绩效指标系统。本文介绍了目前在国外企业界成功使用的两种新的设定绩效指标体系的方法——平衡记分法(The Balanced Scorecard：BSC)与关键绩效指标(KPI：Key Performance Indicator)，并详细介绍了作者在中国联通思茅分公司管理实践中的探索：综合运用平衡记分法与关键绩效指标来构建企业、企业内各部门及员工的绩效指标体系。 论文第一部分介绍了绩效管理在企业管理中的位置及重要性；第二部分分析了中国联通思茅分公司绩效管理的现状、问题及症结所在；第三部分介绍了平衡记分法与关键绩效指标(KPI)的特点及其综合应用；第四部分详细介绍了如何运用上述方法来为思茅分公司构建一整套绩效指标体系；第五部分简单介绍了思茅分公司绩效管理的流程；第六部分是作者在实践中的一些体会。更多还原

【Abstract】 Today the marketing competition is getting harder and harder, performance management has been the core of HRM in business. When they put performance management into practice, almost all the enterprises will face such a difficulty as how to design the performance indicator system, which should be both effective and feasible.
