【摘要】 化工建设项目因其投资巨大、技术要求较高、资源耗费太大历来是国家投资的重点。随着市场经济的发展和投资主体的变化，市场竞争日益加剧，影响经济效益的因素更加复杂，并受着客观条件的制约，因此作好项目分析和研究、避免或减少投资决策的失误是投资决策的关键。技术经济评价作为投资项目分析的重要组成部分，对其内容和方法的研究显得更为重要。 化工建设项目自身的特点决定了技术经济评价内容和方法的特殊性。本文针对化工建设项目技术经济评价的特殊性，构建了化工建设项目技术经济评价的理论和分析框架。其中包括：企业的发展战略与投资项目的关联性分析、市场状况调查与分析、投资环境分析、技术和环境影响分析、财务评价、国民经济和社会效益评价、项目不确定性和风险分析等。在对化工建设项目技术经济评价的内容和方法进行综合分析后，以江苏HRR集团公司投资20万吨／年联碱项目低成本实现后向一体化，实现成本领先战略的有效性和可行性进行了实证研究。 本文还针对目前普遍采用的技术经济评价工作提出了一些粗浅的建议，并对其分析内容和方法进行了描述，希望能够对以后的经济评价工作有一定的借鉴和帮助。更多还原

【Abstract】 Due to enormous amount investment, sophisticated technology requirement and high-energy consumption, most of chemical construction investment projects used to be focused by national investment. With the development of market economy and changing of investors, market competition became more and more acute, more complex factors and external conditions affect economic profits. So having a better project assessment is the key to avoid or decrease decision-making fault in investment activities. Technology & economic evaluation as an important part in investment project analysis and assessment, its contents and analysis framework is very important.Chemical construction projects’ own characteristics show that the analysis framework and contents of technology & economic evaluation have its own particularities. According to the particularities, the paper constructed the theory and analysis framework for technology & economic evaluation of chemical construction projects. Including: the correlative analysis of enterprise developing strategy and investment project, market investigating and analysis, investment environment analysis, technology and environment affection analysis, financialevaluation, national economic and social benefit assessment, uncertainty of investment project and risk assessment etc.. After finished the comprehensive analysis, the paper use a demonstration to validate the contents and analysis framework. The demonstration researched the validity and feasibility of 200 kTPY Soda Ash Project that be invested by HRR Group in Jiangsu to realize forward integration by cost leadership.In addition, the paper made some crude suggestions to the common methods that be adopted generally nowadays and described analytical contents and methods on these suggestions.
