构建河北省高素质人才工程的研究

【摘要】 本文选题是以河北省人才十五规划和加快河北省高层次人才资源开发的研究课题为背景的。本人在河北省人事厅长期从事人才流动开发工作,该研究课题是从1999年3月开题至2000年12月基本完成,本人是主要研究人和执笔人。 本文以构建河北省高素质人才工程的微观和宏观机制为目标,以人力资本理论基础为指导,采取了定性与定量和系统分析的研究方法,在选取大量统计数字的基础上,运用多元回归数学模型,结合知识经济时代人才资源开发的特点,围绕河北省高素质人才工程的若干问题展开了研究。提出了河北省走向知识经济时代高素质人才资源开发的突破点是:在“十五”期间要坚持高素质人才资源开发的“五大人才工程”即:人才效益工程、人才结构工程、人才创新工程、人才素质工程和知识“嫁接”工程。

【Abstract】 The essay is written with the background of the author’s long-lasting research in human resources mobility and hard working for Hebei province’s human resources tenth five-year plan and Hebei province’s implementation opinion on speeding up high quality human resources development from March 1999 to November 2000. The author, working in the personnel department of Hebei province, is the primary composer of those two documents.The essay is to achieve the objective of building up the micro and macro mechanism of high quality human resources development. Guided by human resources and motivation theories, the essay adopts the qualitative, quantitative and systematic research method and combines with the characteristics of knowledge economy age to address the issues of Hebei province’ s high quality human resources development, especially the issue of systematic management of engineering technical personnel, on the basis of mass statistical data . The essay addresses that the key point of Hebei province high quality human resources development in knowledge economy age lies in: From the tenth five-year plan to 2010, keep on doing the five projects of high quality human resources development which is human resources efficiency project, human resources framework project, human resources innovation project, human resources quality project and knowledge transfer project.
