独立与共享:一种新的办学模式分析——我国大学城发展中的一个重要问题

【摘要】 90年代后期,一种通过大学“集群”方式实现高等教育发展的新型办学模式开始进入人们的视域,发展至今,兴建大学城已逐渐成为中国高等教育界普遍关注的热点问题。“独立与共享”是这种办学模式的核心理念,是贯穿我国大学城建设与发展始终的灵魂。世纪之交,风行于我国大江南北的大学城建设既给高等教育发展带来了新的思路,又产生了许多亟待思索、亟待解决的新问题。立足模式本身、分析其有效性与所存在问题及今后的发展趋势,即本文的基本研究思路。 在实证调查和搜集整理有关国内外大学城发展状况资料的过程中,我们发现虽然是同一事物,但无论从产生背景、发展的形态还是功能上两者都存在着很大的差异。我国大学城的产生有一定的历史渊源,但更多地是基于我国高等教育发展的一个现实大背景,这一背景促成了模式的产生,也使其具有一定的时代价值意义。 独立与共享的办学模式有其存在的理论根据与基础,同时具有有效性。这种有效性主要表现在:实现了政府、社会与学校的“三赢”;促进了高等教育制度的创新;促进了大学问知识与文化的交流,同时也扩展了大学的职能。然而,从实现独立与共享的办学理念来看,这种办学模式仍有一定的问题存在,如园区内管理体制、机制问题;园区的资源共享问题;园区投资模式问题及园区文化氛围的营造问题等等,这些问题是制约独立与共享办学模式能否有效运行的重要原因。 独立与共享是这种办学模式的精髓,也是园区发展的成熟标志之一,为此,我们认为要实现独立与共享的办学理念:一、树立独立与共享是园区发展动力的理念;二、健全与完善园区管理体制及机制;三、拓宽园区的投融资渠道;四、以全面学分制为突破口实现园区教学资源的共享。

【Abstract】 In the late 90’s, a new model for running a school which realized the development of higher education by the means of clustering the universities had come into being, and hi these days, hi the field of Chinese higher education developing constructing college towns has been a hot point gradually.’Independence and share ’ is the core notion of this model of running schools, and is also the sole covering the whole process of the constructions and developments of college towns in China. Now in the new century, college towns are popular with the whole country, which bring the development of higher education with both challenges and many new problems remaining unsolved. The theme of this article is from the view of the model of running schools to analyze its effectiveness, the existing problems and the developing trend in the future.In the processing of investigating and collecting materials about the situation of college towns, we found that the same topic on college towns has great differences on the backgrounds, the forms and the functions both home and abroad. The emergence of college towns hi China has certain historical origins, but has more real reason that facilitated its emergence and embodied it with modern value.The model of running schools, "independence and share", has its own theoretical and practical foundation, and effectiveness. The manifest of its effectiveness is to realize the ’three wins ’of the government, the society and the school, to promote the development of the system of higher education, and to expand the functions of the universities. From the view of the notion of ’Independence and share’, we should admit that there still exists many problems such as the management system, the resource share, the investing model and cultural circumstance within the town, which are the main causes that restrict the realization of the model.’Independence and share’ is the core of the model and the mark of mature, so we should build up the notion to realization of the mode, that it is the power to develop the towns, that makes the management system perfect, that expands the investing channels, that realizes the share of educational resources by a thorough credit system.
