航空科技人才评价体系与方法研究

【摘要】 人力资源是企业所有资源中最核心的资源,充分开发和利用人力资源的一个必须解决的问题就是必须对人力资源进行科学的测评。而且对于像航空企业这样的高科技企业,发挥科技人才的作用,科技人才的测评尤为重要。同时,在人才测评方面还有许多问题等待研究。本论文选择航空企业科技人才为对象,研究其测评问题具有理论与实际意义。 本文在界定科技人才测评概念的基础上,结合航空企业人才资源管理的实践以及科技人才的特点,研究构建了科技人才评价体系的理论框架。通过航空工业企业科技人才的工作职责分析,基本素质分析等,提出了航空科技人才评价指标设计的原则及步骤,提出了系统全面的航空科技人才评价的指标体系。结合科技人才评价指标体系的特点,将定量分析与定性研究相结合,利用模糊数学方法建立了综合评价的数学模型,提出了科技人才评价的综合方法。通过以某航空企业实际为背景,对论文的研究及成果进行了应用分析研究。 本论文工作的研究结果对于所有航空企业人才评价均具有指导和借鉴作用。

【Abstract】 Human resource is the most key resource among all enterprise resources. It’s an indispensable problem how to evaluate scientifically the human resource for developing and making full uses of human resource. As the high-tech enterprise like aerial enterprise, it’s important particularly to evaluate science and technology personnel and make them play the role of skilled personnel. At the same time, there are still a lot of problems to study in the field of talent evaluation. It’s theoretical and practical meaningful to choose aerial enterprise science and technology personnel as the study object and to study the problem of evaluation.Based on the definition study of science and technology personnel, the theoretical framework of evaluation system of science and technology is formed finally, with the help of studies on practices of aerial enterprise human resource management as well as characteristics of science and technology personnel. The evaluation indexes design principles and process of aerial science and technology personnel are proposed based on the working duty analysis and basic quality analysis etc. The systematic index system of aerial industrial enterprise science and technology personnel is put forward as well. The synthetic evaluation method of science and technology personnel, whose comprehensive evaluation mathematics model is formed by using the method of fuzzy mathematics, is proposed by means of combining quantitative analysis and qualitative analysis, based on the characteristics of the evaluation index system of science and technology personnel. Application research of study accomplishments is completed under the background of certain aerial enterprise.The study conclusion is an invaluable guidance and reference for the talent evaluation of all aerial enterprises in this paper.
