【摘要】 政府采购是当今国际贸易自由化和经济全球化发展的结果之一，是当今世界各国政府管理社会经济生活的一个重要手段，被喻为“阳光下的交易”。在我国向市场经济转轨的过程中，特别是在开放政府采购市场和加入WTO《政府采购协定》之际，如何建立、健全政府采购制度，逐步、适度开放政府采购市场，保护民族工业、扶植本国企业，从源头上预防和治理我国传统财政支出模式下的各种腐败现象，增强对政府采购国际自由化的适应能力，尤其是如何建立、完善高效可靠的政府采购监督机制，以顺利实施政府采购制度和实现政府采购的“公开、公平、公正”，就成为当前迫切需要解决的一个课题。 由于政府采购在我国实行只有3、4年时间，基本上还是一个新生事物，而且其本身也是一项复杂的系统工程，尚处于探索实践过程中，还并不都为人所知，所以笔者在写本文时，遵循着先介绍概况、后阐述观点的原则，力图在对政府采购制度内涵、历史沿革与主要内容进行详略有当的叙述基础上，阐明政府采购监督机制需要加以完善的重要性和必要性，以及如何才能有效地建立和完善政府采购监督机制。 本文包括绪论、正文、结论共六个部分。更多还原

【Abstract】 Governmental procurement is one of the developmental results of the liberalization of the international trade and the Globalize of economy. The governmental procurement now is an important tool for every government of the world to manage social economy, and it is called "the sunlit trade". During our country turn to another track of market economic, especially at the time of opening the market of governmental procurement and joining the WTO << Governmental Procurement Agreement>> ,it is a urgently resolved problem of how to build, strengthen the governmental procurement system, progressively, moderately open the market of governmental procurement, protect national industry prop up own industry, prevent and administer all kinds of corruption phenomena under the model of traditional finance expenditure from the source, improve the competitive capability of domestic industry in the government procurement,specially how to build, strengthen the supervisor system of governmental procurement.Because our country put the governmental procurement into practice only three or four years, it is a newborn thing and a complicated systematic project. It is in the course of exploring and exercising, and not all known by the people. So the author follows the principle of introducing firstly, and then elaborates the viewpoints during writing the article. On the bases of narrating the definition history and main content, the writer elaborate the importance of the supervisor system and how to establish and strengthen the supervisor system of governmental procurement.更多还原
