我国小城镇建设用地使用与管理问题研究

【摘要】 土地是人类社会生存与发展的自然经济基础，是城镇各种生产生活的物质载体，具有非常重要的社会意义。在研究生期间，笔者参与了富县、阎良、户县、延川城镇地价体系建设项目。在项目研究中，笔者对这些小城镇做了大量调查研究。研究发现；随着城镇化的推进和乡镇企业的发展，小城镇土地使用与管理问题日益凸显，并成为比较棘手和难以解决的问题。例如小城镇盲目进行开发区建设；土地使用制度改革远远滞后于土地利用现状；土地资产通过市场配置的比例低，透明度低；划拨土地大量非法入市，隐形交易；随意减免地价，国土资源流失严重，使得大量应由国家取得的土地收益流失到少数单位和个人手中，已经严重影响了小城镇的健康发展。基于上述背景，本论文以小城镇建设用地使用与管理问题为题材，进行了深入研究。 本文内容主要分为三个板块，主要内容如下： (1)对土地经济学的主要理论作了系统地总结和比较。 (2)对小城镇进行界定和特点研究，并在此基础上对小城镇建设用地从土地利用制度、土地市场、土地管理多层次进行了实证分析和问题诊断，并且提出了小城镇建设用地使用与管理的模式。 (3)以延川县城作为案例，对小城镇土地使用和管理问题进行了更加深入的分析。 文章以土地经济学为理论基础，以土地使用与管理分析为主线，运用定性与定量相结合的方法，对我国小城镇土地使用与管理现状进行了实证研究和问题诊断，并在此基础上提出了小城镇土地使用与管理模式。对小城镇发展与建设中在土地利用、土地市场和土地管理方面提出了一系列建议和措施，其结论可以作为类似小城镇和土地管理部门参考。更多还原

【Abstract】 Land is material carrier of all kinds of produced and subsistent activity, and plays an important role in the course of human events. During the postgraduate, I have taken part in construction projects of several town’s land price system, such as Yanliang district, Fuxian, Huxian, Yanchuan counties. I made a large survey research and found some problems of small town land hi the process of research. Exploit purposelessly; Land use system reform lagged the present situation of land; The proportion of arrangement of land resource according to marcket is small; A large of illegal deals exist in land market; The land resources are washed away gravely. The health development of small town affect gravely. Based on the above-mentioned things, I choice land utilization and management of small town as theme of this dissertation and study thoroughly.The thesis include three sections chiefly, The main substance is as follows :(1) Some land economic theories are introduced and are compared with each other;(2) The concept of small town is limited, moreover I analysis land problems of small town from different aspects. Based on the above, mode of land utilization and management of small town is presented;(3) With the example of the YanChuan county, the land utilization and management problem has been analyzed more further.This thesis, based on the land economics theories and directed by the methodology of combining qualitative and quantitative means, discussed such hot topics as present condition land utilization, land market and land management of small town etc. Based on the above, mode of land utilization and management of small town is presented and can be referred by land administration.更多还原
