XAPA保险公司人力资源规划研究

【摘要】 加入WTO后,中国企业面临的最大威胁就是人才的流失。伴随着保险市场开放程度的加大,外资保险公司相继进入,预示着中资保险公司包括XAPA保险公司将面临保险人才的激烈竞争。由于保险行业的迅猛发展,中资、合资背景的竞争主体也日益增多,如何在竞争中更好地吸引人才、留住人才、用好人才,是XAPA公司急需解决的问题。 在知识经济时代,人力资源管理已成为企业一项战略性的管理工作,而人力资源规划作为人力资源管理的一项基础工作,也开始受到越来越多的关注和重视。本文通过分析XAPA保险公司人力资源现状,发现目前公司存在人才流失和人力资源利用率低的问题,探究其深层次原因就是没有进行科学有效的人力资源规划。 论文在归纳总结国内外先进理论、学习借鉴国内外先进经验的基础上,结合XAPA保险公司的实践经验,从系统的角度提出了一套由工作分析、人力资源供需预测和人力资源计划编制三个阶段组成的,可操作性强的人力资源规划程序,并将其应用于XAPA保险公司的实际人力资源规划过程,使之得到实践的检验和修正。文章在分析XAPA公司过去五年人员配置情况的基础上,运用趋势分析法、微观集成法和回归分析法对公司管理人员、专业技术人员、后援服务人员、行政支持人员进行了人力资源的需求预测,运用马尔可夫转移矩阵和现状核查法对各类人员进行了人力资源的供给预测,在供需预测比较的基础上编制了XAPA公司未来十年的人力资源总体规划,并相应地制定了短期的配套措施,编制了人员补充计划、人员配置计划、人员晋升计划、人员培训开发计划和薪资激励计划,为人力资源的优化配置提供了依据。

【Abstract】 After entering WTO, the biggest threat of China’s corporations results from the leave and lost of various talents. Accompanied with the bigger opening degree of insurance market and the foreign insurance companies getting into China successively, it predicts that China-funded insurance companies including XAPA will encounter the fierce competition of insurance talents. Due to the rapid development of the insurance industry and the more and more competitive subject of China-funded and co-funded background, the life insurance company of XAPA will urgently resolve the problem ?how to better attract, keep and arrange those talents.In the era of knowledge economy, the human resource management has become one of the strategic management works of those corporations. But the human planning, as the base of the human resource management, is becoming more concerned and is paid more attention. This article analyses the human resource situation of the life insurance company of XAPA, finds that the branch has the problem of the leave and lost of talents and the problem of low availability of human capital.On the basis of generalizing the advanced theories and learning the latest experience from home and abroad, integrating the practical experience of the life company of XAPA, the author systematically puts forward a set of workable annual human planning program made up of three phases, namely, work analysis, the prediction of the human resource demand and supply, and the human resource plan-making. Meanwhile, the author applies this program to the life company of XAPA to have it checked and modified practically.During the analysis process, the author predicts the human resource demand of management personnel, experts, servers and administrators by using the method of the Trend Analysis and Button up. On the other hand, the author predicts the human resource supply of all kinds of persons by using Markov Transferable Matrix and situation check method. At the same time, on the basis of the prediction, the author draws up the short-term plan of personnel complement, arrangement, promotion, training, developing and the plan of payment encouraging for XAPA and its relative steps. Of course it also provides the basis for the perfect arrangement of human resource.
