【摘要】 历史文化名城记载着历史的传承和信息，蕴涵着深邃的文化遗产精华，对于发展旅游业来说具有得天独厚的优势，它们大多比较完整地保留了某一时代或几个时期的历史风貌或民族特色，在物质形态上使人感受到强烈的历史氛围或民族文化特征，这些物质形态折射出某一时代或某一地域政治、文化、经济、军事等诸多方面的深层结构，表现出很强的历史特征、文化传承和人文理念。随着我国旅游业的不断发展，历史文化名城中文物古迹和风景名胜的价值被进一步发掘，整个名城也早已成为重要的旅游资源和旅游集散地。 对于历史文化名城而言，有效保护固然十分必要，但是如何利用这一稀有珍贵的资源优势，更好的发挥其特殊的作用，更好的帮助人们改善和提高生活品质，同时避免因盲目旅游开发而导致遗产破坏，具有更重要的现实意义。 全文共分八个部分。第一部分主要是在以往国内外专家、学者对名城相关研究的基础上，从本文论述的角度界定了名城旅游开发的特殊概念，同时总结了当前名城旅游开发研究的现状及意义，最后较为系统的论述了历史文化名城旅游开发的几个理论出发点：旅游资源泛化思维、持续发展和文化传承理念、旧城激活理论、体验经济理论，为历史文化名城进行旅游开发提供科学的理论依据。第二部分则重点分析了我国当前名城旅游开发工作中出现的失误和存在的问题。接下来在深入探讨旅游开发与历史文化名城发展之间积极和消极互动关系的基础上，确立了历史文化名城旅游开发必须遵循的基本原则，并遵循以上原则提出历史文化名城旅游开发的战略目标、控制指标以及总体定位。在第六部分，作者通过历史文化名城旅游资源普查子体系、开发评价子体系，包括历史文化价值量评价、资源保护评价、开发条件评价、开发影响评价等四个方面，以及名城旅游开发宏观空间布局、微观空间整合，旅游产品开发创新、景观建设规划，包括建筑景观设计、街区风貌塑造、优化环境艺术和加强生态绿化四个方面，还有配套设施建设和管理体制创新等八个子体系的建立，逐步形成一个历史文化名城旅游开发的完整体系。同时，总结得出一般性历史文化名城旅游开发的规范模式。最后，为保证名城旅游开发的顺利实施，本文还具体提出了名城旅游开发学术研究、规划编制、科技保障、资金管理等若干相关建议。 总之，本文的创新点:第一是首次对历史文化名城旅游开发问题进行较为系统的论述是本文的新思路。第二是确立了历史文化名城旅游开发必须遵循的基本原则，并提出历史文化名城旅游开发的战略目标、控制指标以及总体定位。第三是通过建立历史文化名城旅游资源普查、开发评价、宏观空间布局、微观空间整合、旅游产品开发创新、景观建设规划、配套设施建设和管理体制创新等八个子体系，形成了一个完整的历史文化名城旅游开发体系。第四是设计出对于一般性历史文化名城旅游开发的一种规范模式。 作者希望通过对历史文化名城旅游开发理论与体系模式的探讨与研究，在新经济时代，继续延续其文化底蕴，发挥其经济作用，更新其发展活力，使其在新时期进射出更加灿烂的光辉。更多还原

【Abstract】 HISTORICAL CITY records a great deal historical inheritances and informations, for the tourism development, that have the advantage of the with abundant resources, and they completely reserved some certain period scene or special features. Through these, people feel strongly a certain culture characteristic. Along with tourism continuously developing, HISTORICAL CITY also have become the importance the resources and travel the commercial center.For HISTORICAL CITY, the validity protection surely is very necessary and have the realistic meaning, but how to make use of this a rare and precious resources advantage, and play the role of its special function, and improve the quality of livelihood, and avoid breakage and ruin.Eight parts are included in this thesis .In part one, author make definitude the particular concept for the tourism development of HISTORICAL CITY, expound some problems at present, discuss its development basic theories. Part two , Analyze some emergence and exist problems in development course.Part three ,Primarily study the interaction relation between tourism and urban, include activity and positive interaction, bring up some ideas and principle. ,For the tourism development of HISTORICAL CITY, state kinds of development target and its control indicators , as well as make reservations .In part six , Passing HISTORICAL CITY recreation resource census, appraise, as well as HISTORICAL CITY tour exploitation spatial arrangement, product development, landscape construct, supporting facilities and management system .Evolve the HISTORICAL CITY tour exploitation integritysystem.
