新时期陕西公安人力资源开发与管理研究

【摘要】 公安人力资源开发与管理研究是近年来我国理论界与政治实践中提出的重大课题。本文依据西方先进的人力资源开发与管理的新理论，结合我国社会转型、加入世贸和西部大开发的新时期公安工作的新特点，对陕西公安人力资源开发与管理工作进行了探讨研究，提出了以人为本的陕西公安人力资源开发与管理的新理念和新模式，为陕西公安人力资源开发与管理提出了相关的政策建议。 陕西公安人力资源开发与管理课题涉及多学科知识，具有跨学科性质。本文在写作中运用了政治学、行政学、公安学、法学、管理学、组织行为学、公共经济学和公共政策学等相关理论知识，以便对问题做出系统的综合的分析，力求论述深入、充分和彻底。 本文分为三个部分，沿着提出问题——分析问题——解决问题这一逻辑思路展开论述。第一部分阐明了新时期研究陕西公安人力资源开发与管理的意义，对陕西公安人力资源开发与管理的概念进行了界定分析；第二部分对新时期陕西公安人力资源开发与管理的现状进行了剖析，侧重说明了现存的问题、有害后果及其根源；第三部分提出并论证了陕西公安人力资源开发与管理树立以人为本的新理念，建构民警自我管理、自我教育、自我约束的新模式，建设现代陕西公安队伍。更多还原

【Abstract】 In recent years, personnel resource development and management of public security have become big issues of our society by theorist and political scientist. By using the new theory of personnel development and management in the west society, carrying out a research into the personnel resource development and management of Shann’xi public security when considering the feature of new period public security with Society transformation, China’s entering WTO and Development of China’s West. This paper gives a new definition and a new model in the personnel development and management of Shann’xi public security with personnel basis, and some piece of advice with it.This paper applies such more theories as politics, administration science, public-security science, law science, management science, orgernization behaviour, public-economic science, and public-policy science, To give a systems and general analysis. They do help to discuss the issue deeply, thoroughly and clearly.This paper is divided into three parts, which includes three processes of raising, analyzing and solving the problem. The first part states the meaning and function of studying Shann’xi Public Security personal resource development and management. At the same time, the definition of personal resource development and management of Shann’xi Public security is discussed; The second part analyses the current situation of Shann’xi public security personal resource development and management in the new period; Especially to state such factors as problems, harms and its reasons. The last part gives the new idea to Shann’xi public security personal resource development and management.That is to say, borrowing the western new idea of personnel basis and set up a piece of mordern Shann’xi public security troops with self-management, self-education and self-restraintion.更多还原
