行业体制改革中电力多经企业发展问题研究

【摘要】 电力作为我国的重要能源支柱产业，不仅是其它行业经济发展的基础，而且促进了我国经济的增长与国民生产总值的提高。因此，它在我国产业经济中占有举足轻重的地位。而电力多经企业是在电力系统的扶持下成长起来的。在过去，电力系统的收入除了来源于主业外，更多的还要依靠多经企业来增加其经济效益。应该说，电力多经企业推动了我国电力行业的发展，是电力行业经济的特殊表现形式。 电力多经企业由于长期受主业的保护，它们大多无合理的经营战略，随意生产，以为在电力市场的垄断下自己就可以高枕无忧了，而正是这种缺乏战略眼光的工作思路，让多经企业逐渐走向困境；再加上长期受计划经济体制的影响，经营者的选拔任用很不合理，一些所谓的“经营者”根本不知道如何经营，对于内部的管理更是一窍不通，没有好的领导，怎能有好的发展；还有，企业内部员工多是电力系统职工子女，他们大多没有什么敬业精神，人浮于事。况且，内部的人事管理制度又不符合实际，难以适应现代企业管理制度的要求；在企业人事业绩评定上，没有科学的评判标准，很难充分调动员工的积极性。因此，长期以来，多经企业越来越没有活力，越来越不适应市场经济的运行规律。 随着国家电力体制改革的不断深入，电力多经企业的现存状况，使多经企业暴露出了越来越多的问题：对主业依赖过强，市场意识薄弱，技术水平低，投资主体不明确等。这势必严重阻碍了电力行业经济的发展。因此，电力多经企业要通过技术创新、机制创新、制度创新求得发展。论文对电力多经企业的现状和存在的问题进行了详细的分析和研究，提出了树立市场经济观念，建立法人治理结构，改善企业各类人员的绩效考评体系，加强企业内部管理，加大市场开拓力度，培育企业核心竞争力是电力多经企业稳定发展的基础。更多还原

【Abstract】 Electric power is one of the most important industry of our country and the foundation of the development of other industries. It promotes the improvement of economy and the increase of the Gross National Product of our country. Therefore, it has an important status among the industrial economy. However, the growing of electric power multi-industry enterprises is supported by the electric power industry .In the past, the income of the electric industry mostly depends on the contribution of the multi-industry enterprises except its main calling. The electric power multi-industry enterprises promote the development of the electric industry and are the special form of the economy of the electric industry.Most electric power multi-industry enterprises have not appropriate working stratagem because the main calling for many years protects them. They produce freely and think that they can rest easy by monopolizing the calling. On the contrary, the irresponsible ideas make multi-industry enterprises in trouble. Further, the selection of the operators isn’t reasonable because they are influenced by the planned economy for long. Now, some of the so-called leaders don’t know how to operate their enterprises, not to say the management. How have they rapid development without good leaders? In addition, most of the staffs are the children of the employees of the electric industry and most of them can’t devote themselves to their career. Besides, the inner managing system of staffs don’t accord with the reality and they don’t meet the requirement of the managing system of modem enterprises. There aren’t scientific criterions of judgment with regard to the achievement to be assessed and it is difficult to stimulate the activity of the staffs. Consequently, The multi-industry enterprises have less and less vigor and can’t acclimatize theirselves to the running rule of the market.With the in-depth reformation of the electric power system of our country, the exiting condition of electric power multi-industry system makes itself emerge more and more questions, such as the over-depending on the main calling, the weak consciousness of market, the low level of the technology and the ambiguity of the main body of the investment and so on. All of these block off the development of the economy of the electric power industry. Hence, the electric power multi-industry enterprises must seek development through the innovation of the technology and the system. This paper particularly analyzes and studies the actuality and the issues of the electric power multi-industry enterprises .It lodges to establish the managing structure of the corporation, and set the ideas of the market economy .It is the foundation of the steady development of the multi-industry enterprises to improve the system of the achievements of staffs, strengthen the inner management of the industry, enlarge the strength of the market exploitation and cultivate the key competition of the enterprises.更多还原
