【摘要】 《招标投标法》的颁布和实施是我国经济生活中的一件大事，它成功地将国际市场行之有效的采购方式引入我国市场，它的出台和实施是我国经济体制改革的重大突破。《招标投标法》的实施更是企业界的一件大事，它为企业的招标投标活动提供了一个平等的环境和有效的法律保障。招标的最大特点是公开、公平、公正和择优，招标投标真正体现了市场竞争优胜劣汰的原则。 《招标投标法》实施两年来，招标采购方式逐渐为社会各方面广泛接受，依法招标的意识不断增强，招标行为趋于规范。目前，各类公共工程和国家重点建设项目，达到国家规定的招标范围和规模标准的，已经普遍推行招标投标制度。同时，我国招投标法律体系框架初步形成。国务院有关行政主管部门、各级地方政府相继颁布了《招标投标法》的相关配套法规和规章。这期间，无论什么地方推出的《建设工程施工招标投标管理办法》中都明确规定工程量清单是招标文件的组成内容，即招标文件必须提供工程量清单，投标人必须根据工程量清单进行报价。 工程量清单，是指依据建设行政主管部门发布的统一工程计算规则、统一项目划分、统一计量单位及其有关法定技术标准，经过计算得出的构成工程实体各分部、分项的可提供编制标底和投标报价的工程量总表。现阶段的工程量清单计价方法必须以现实行的预算基价(定额)为基础，根据投标人的自身实力结合市场行情进行自主报价。 本文拟在分析国内外工程计价模式的基础上，着重从工程量清单的编制原则、报价流程分析、报价基本表格的内容三个方面论述我国建设工程工程量清单计价体系的理论与实践，并提出推进我国建设工程招标计价制度几点建议。更多还原

【Abstract】 The publish and practice of Tender and Bidding Law of PRC is a very important event of Chinese economic living, it successfully put valid purchase method into the market of our country, its putting out and practice are the important breakout of the economic system reforming of our country .The practice of Tender and Bidding Law of PRC is also a significant thing in enterprise, it produces an equal environment and effective guarantee with law for the bidding of business enterprise field. The most important characteristic of bidding is public, equitable, fair, choose, it really embody the "eliminate through selection of bad and choose of good" principle in market.During the two years practice of Tender and Bidding Law of PRC, the method of bidding purchase has been gradually accepted by society, the consciousness of bidding according to the law has been strengthened by degree, and the bidding behavior tends to be standard. Now, various public works and important construction item, which attain the bid scope and scale standard of the nation, have already widespread bidding system. At the same time, the framework of law system preliminarily forms. Relevant administration supervisor in State Department section s all levels local government put out the regulation of Tender and Bidding Law of PRC one after another. During this period, any filaments require that bidder must bid according to the list of engineering amount.The list of engineering amount, is to unify the calculation rule of engineering, to unify the way to divide the items to unify the calculation unit and its concerning legal technique standard, to get the engineering amount total form composing engineering each cent of entity department, cent item engineering which can be provided to compile the bottom of bid and bidding. The calculation method of the list of engineering amount must bid freely at the base of budget basis price according to the real condition of itself and market situation.The paper is carried out for analyzing the basis of the engineering valuation mode in Chinese and foreign country,, it emphatically discusses the choice and establishment of the list of engineering amount valuation system of the construction engineering in our country from the three aspects of the establishing principle of the list of engineering amounts the analysis of the quoting process and the content of the quoting basicform ,and provide several advice to carry forward Chinese valuation system of construction engineering.更多还原
