【摘要】 本论文在研究创新理论、国家创新系统理论、区域经济理论等理论的基础上，通过分析我国国有煤矿现阶段存在的问题，将国有煤矿的发展同创新理论有效地结合起来，提出了——国有煤矿创新系统及其指标体系的研究。 为深入地了解国有煤矿创新系统作用的内涵和本质，需要对其进行科学的量化分解。因此，本论文试图给出一套评价国有煤矿创新系统能力的方法，建立一套评价国有煤矿创新系统能力的指标体系。这既是对我们提出的国有煤矿创新系统理论的补充和佐证，也是对国家创新系统理论的部分完善。评价国有煤矿创新系统能力是建设高产、高效的国有煤矿创新系统和有的放矢地制定国有煤矿创新战略的先决条件。通过对国有煤矿创新能力的科学定量评估，可以使国有煤矿创新的优势、劣势一目了然，为国有煤矿的决策层实施创新提供决策依据；可以检测国有煤矿创新系统运行情况，为下一步创新系统的建设指引方向；可以进行不同国有煤矿创新水平比较，系统、综合、直观地评价某个国有煤矿的创新能力。比较结果既是制定知识经济下国有煤矿发展战略的重要前提，同时又确定了该国有煤矿的相对地位和相对差异，为进一步的宏观调控与管理提供有力的依据。更多还原

【Abstract】 On the basis of researching innovation theory, theory of nation innovation system and theory of regional economy, the paper connects effectively the development of the state-owned coal mine with innovation theory and puts forward the study on innovation system and index system of state-owned coal mine, by analyzing the existent problem of state-owned coal mine at the present stage in China.For the purpose of understanding the connotation and essence of innovation system of state-owned coal mine, we need quantizing analysis it scientifically. The article provides a method of evaluating innovation system capability of state-owned coal mine and establishes an index system of evaluating innovation system ability, which is supplement and proof for innovation system theory of state-owned coal mine, is also partial perfection for nation innovation system. Evaluating innovation system ability of state-owned coal mines that is predeterminative condition of building high yield and high efficiency innovation system of state-owned coal mine and constituting definitely innovation stratagem of coal mine. That evaluating quantificationally of innovation ability of state-owned coal mine may make it’s innovation superiority and inferior position be clear at a glance, provide gist for decision-makers of state-owned coal mine, can examine run conditions of innovation system, direct direction for establishing further innovation system, and can compare innovation level of different state-owned coal mine and evaluate systemically innovation ability of state-owned coal mine. The result is important of constituting developing tactic under knowledge economy, at the same time it confirms relative status and relative difference of state-owned coalmine, which provides convincing proof for macro-control and management.更多还原
