城市中长期供水水源优化调度技术研究

【摘要】 城市供水水源优化调度是一项庞大的、复杂的系统优化问题。本文以忻州市为例,分析了忻州市供水现状,可供水水源、水资源量、分布及开发利用情况,预测了中长期需水量和缺水量,充分考虑水资源的自然属性、生活资料属性、商品属性和环境因素功能,通过决策变量设置,在保证城市需水量、水资源平衡和各供水水源最大供水能力的前提下,以开采忻州市中长期供水水源(北水源地、豆罗水源地、水泉湾水源地)和自备井开采的投资和运行费用最低为目标,建立了城市供水水源优化调度经济管理模型,运用线性规划方法进行了城市中长期供水水源优化调配。 结果表明,中期(2005年)最佳方案为北水源地维持现状,开采2万m~3/d,自备井开采控制在2.46万m~3/d,开采豆罗水源地中层水2.5万m~3/d,深层水0.67-0.85万m~3/d。在2010年前建成水泉湾引水工程,工程引水量7.14m~3/d,分期实施,前期至少引水2.68m~3/d,逐步淘汰北水厂和自备井。 优化方案具有良好的社会、经济和环境效益,可作为忻州市发展规划的参考依据。本文城市供水水源优化调度技术可为我国北方地区类似城市中长期供水水源方案的制定提供重要的参考价值。

【Abstract】 The optimal operation of municipal water supply is an enormous and complex system. Taking Xinzhou city as the case, the paper analyzes the city’s actual situation of water supply, available water sources and their amount, distribution and development. It also calculates the mid and long term needed water amount and insufficient water amount in the city. Taking the natural, commercial and life material properties and environmental function of water sources into full consideration, taking the satisfaction of the needed amount of the city and the balance and the largest capacity of every water source as the prerequisite, the paper aims at the mid and long term water supply sources (north water sources region, Douluo water sources region, Shuiquanwan water sources region) and the lest spending on the investment and operation of the self-equipped wells ; through the determination of decision variables, a model of economic management for the city’s water supply is established, witch carries out the mid and long term optimal operation of water supply for the city. Themodel is solved by use of the linear programming.The results indicate that the best mid term (2005) program is: the present situation should remain at the north water sources region, the exploitation amount of which is 20000 m3/d; the self-equipped well exploitation should be controlled within 24600 m3/d; in Douluo region, the exploitation of middle level water should be 25000 m3/d; the deep level water, 6700-8500 m3/d. Shuiquanwan diversion works shall be finished before 2010 by stages, the diversion amount of which shall be 71400 m3/d, and at least 26800 m3/d at the earlier stage. The water management factory in the north of the city and the self-equipped wells will be eliminated gradually.The optimized scheme is of social, economic and environmental benefits, which can be the reference for the development plan of Xinzhou city. The optimal municipal water supply operation techniques in the paper also possess value of reference for the mid and long term water supply in the similar cities in the north of China.
