高校管理干部能力考核及其信息系统研究

【摘要】 高校管理干部是实施高校管理的主体,高校管理干部的能力决定了高校的管理水平,从而在一定程度上决定了高校的竞争力。而建立和完善干部能力考核评价机制,对于激发高校管理干部工作积极性、促进高校管理干部能力建设具有积极作用。 本文从分析人力资源能力建设入手,研究了高校管理干部应具有的素质和能力;在高校管理干部能力现状调查的基础上,对目前高校管理干部能力建设方面存在的问题及其原因进行了剖析,提出提高高校管理干部能力的具体措施。根据对干部能力考核内容的分析,采用德尔菲法和层次分析法确定了干部能力考核指标要素及其权重,建立了高校管理干部能力考核指标体系,并对干部能力的量化考核方法进行了验证。最后,采用现代主流的计算机网络技术,设计、开发了基于Web的高校管理干部能力考核信息系统。

【Abstract】 Administration staffs play a principal role in managing higher learning institutions. The ability of administration staffs determines the management level in higher learning institutions, which, to a certain extent, results in the competitiveness of a university. Establishing and operating an effective system of evaluating the ability of administration staff has a positive effect on motivating the working enthusiasm and promoting the ability building of administration staffs in higher learning institutions.This essay studies the qualification and capability needed as an administration staff in higher learning institutions, starting with analyzing the construction of human resource. Based on investigation of the current situation of administration staff in higher learning institutions, this paper indicate the problems occurred on ability building of administration staff, analyze their reasons, and give the measures on how to raise the ability of these administration personnel in details. According to content of assessing the ability of an administration staff, the author adopt Delphi and AHP to find out the factors involved in the evaluation system and their weights, set up an indicating system of checking the ability of administration staff in higher learning institutions and then validate the quantitative way of assessing an administration staff. At last, the author design and explore an information system on assessing an administration staff’s ability based on Web by introducing network technology.
